HomeMy WebLinkAbout08. 14-326 JULY 22, 2014 14-326 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE SPOT BLIGHT DESIGNATION; AUTHORIZE REDEVELOPMENT AUTHORITY TO ACQUIRE 1212 OSHKOSH AVENUE INITIATED BY: COMMUNITY DEVELOPMENT REDEVELOPMENT AUTHORITY RECOMMENDATION: PENDING WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to assist in the elimination and prevention of blight and blighting influences and to promote urban renewal; and WHERES, per Section 66.1333, Wisconsin Statutes, the Redevelopment Authority may spot blight and acquire blighted property without designating a boundary or adopting a redevelopment plan; and WHEREAS, OLH LLC, has offered the property at 1212 Oshkosh Avenue to the Redevelopment Authority and said property is not within a designated redevelopment area; and WHEREAS, the Redevelopment Authority conducted a public hearing and approved a determination that the property at 1212 Oshkosh Avenue is blighted and in need of rehabilitation and blight elimination. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the property at 1212 Oshkosh Avenue is hereby declared blighted pursuant to the provisions of Section 66.1333, Wisconsin Statutes. BE IT FURTHER RESOLVED by the Common Council that a comprehensive redevelopment plan is not necessary to determine the need for acquisition and redevelopment of said property. BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials are authorized and directed to acquire said property and execute any and all documents necessary to consummate this transaction. I OJHKOlH ON -ME WATER TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: July 17, 2014 RE: Approve Spot Blight Designation; Authorize Redevelopment Authority to Acquire Property at 1212 Oshkosh Avenue BACKGROUNDIANALYSIS The owner of the property at 1212 Oshkosh Avenue approached the RDA/City regarding possible purchase of the property. The property was used as a mixed commercial /residential use and is currently vacant. The proposed purchase price is $40,000. The assessed value of the property is $59,400. Since the owner approached the RDA /City, there would be no relocation costs, nor requirement for appraisals. The owner's offer appears to be a good offer for the City. The City's plan would be to demolish the structure and assemble other parcels for redevelopment of the block in the future. FISCAL IMPACT There will be costs associated with acquisition and demolition related activities. Funds for these expenditures will be from the scattered site acquisition allocation in the Capital Improvement Program. RECOMMENDATION The RDA will take action on this request at its July 21, 2014 meeting.
