WEST SIDE, PARKING REGULATION CHANGES ON SAWYER
STREET RELATED TO THE BICYCLE LANES AND A SPEED
LIMIT CHANGE ON MURDOCK AVENUE EAST OF BOWEN
STREET.

A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27A-
10.1, 27A-11 AND 27-8 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO
DESIGNATED BICYCLE LANES, PARKING REGULATIONS ON DESIGNATED
STREETS AND ALLEYS, AND SPEED LIMITS.

The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27A-10.1 of the Oshkosh Municipal Code pertaining to
bicycle lanes designated is hereby amended as follows:

SAWYER STREET

Add Thereto: Sawyer Street, from 5 Avenue to Fillmore Avenue
easterly side, to Buchanan Avenue westerly side.
SECTION 2. That Section 27A-11 of the Oshkosh Municipal Code pertaining to
parking regulations on designated streets and alleys is hereby amended as follows:
A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
SAWYER STREET
Remove Therefrom: No parking, west side, from 234 feet north of Porter
Avenue to a point 358 feet north of Porter Avenue.

Remove Therefrom: No parking, east side, from 4th Avenue to 398 feet
north of Southland Avenue.
Add Thereto: No parking, east side, from 4th Avenue to 15 feet
north of Porter Avenue.
SECTION 3. That Section 27-8 of the Oshkosh Municipal Code pertaining to
speed limits is hereby amended as follows:
MURDOCK AVENUE
Remove Therefrom: Thirty miles per hour east of Bowen Street.
SECTION 4. These ordinances shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 5. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #14-319 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTIONS 27a-10.1, 27a-11 AND 27-8 OF THE OSHKOSH MUNICIPAL
CODE PERTAINING TO DESIGNATED BICYCLE LANES, PARKING REGULATIONS
ON DESIGNATED STREETS AND ALLEYS, AND SPEED LIMITS on JULY )0X, xxxx.
The ordinance designates bike lanes on Sawyer Street, changes parking regulations on
Sawyer Street and changes the speed limit on a portion of Murdock Avenue.

RE: Explanation of Traffic Regulations Ordinance Changes
SECTION 1: SECTION 27A-10.1 BICYCLE LANES
2. A REQUEST FOR STRIPED BICYCLE LANES ON BOTH SIDES OF
SAWYER STREET FROM 5TH AVENUE TO FILLMORE AVENUE ON THE
EAST SIDE AND TO BUCHANAN AVENUE ON THE WEST SIDE. (CURRENT
CONDITION: NO BIKE LANES)
This is a request from the Bicycle and Pedestrian Advisory Committee.
At their recent meeting, the Bicycle and Pedestrian Advisory Committee recommended
the installation of bicycle lanes on Sawyer Street.
SECTION 2: SECTION 27A-11 PARKING REGULATIONS
2a. A REQUEST FOR UNRESTRICTED PARKING ON THE WEST SIDE OF
SAWYER STREET FROM 199 FEET NORTH OF PORTER AVENUE TO 298
FEET NORTH OF PORTER AVENUE. (CURRENT CONDITION: NO
PARKING)
2b. A REQUEST FOR NO PARKING ON THE EAST SIDE OF SAWYER
STREET FROM 398 FEET NORTH OF SOUTHLAND AVENUE TO 15 FEET
NORTH OF PORTER AVENUE. (CURRENT CONDITION: UNRESTRICTED
PARKING)
It was mutually agreed by all present to vote on 2, 2a, and 2b together as a whole
package.
PASSED BY TRAFFIC REVIEW BOARD (5-0).
SECTION 3: SECTION 27A-11 SPEED LIMITS
A REQUEST TO CHANGE THE SPEED LIMIT ON MURDOCK AVENUE EAST
OF BOWEN STREET TO 25 MPH AT THE INTERSECTION. (CURRENT
CONDITION: 30 MPH UNTIL HAZEL STREET)
This is a request from the Millers Bay Neighborhood Association.
The citizen making this request is concerned with the school zone. There is a school
zone that starts before the Hazel St. intersection but the speed limit does not change until
after the intersection.
It seems that it makes more sense to reduce the speed before the school zone. If we
change where the speed decreases, it makes the most sense to do it at the intersection
where vehicles are already slowed and/or stopped.
