HomeMy WebLinkAbout18. 14-318 JULY 8, 2014 14-318 RESOLUTION (CARRIED___7-0____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE PURCHASE OF STREET LIGHTING POLES AND FIXTURES FOR RIVERSIDE PARKING LOT PHASE 1 PROJECT ($27,014.14) INITIATED BY: PURCHASING DIVISION WHEREAS, the City is reconstructing Riverside Parking Lot, including the installation of new street lighting poles and fixtures; and WHEREAS, the City has standardized the type of lighting and fixtures for City owned parking lots to maintain a consistency in appearance and to provide cost savings on inventory and maintenance requirements for city parking lots; and NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-11 of the Oshkosh Municipal Code to purchase street lighting poles and fixtures for the Riverside Parking Lot Phase 1 Project from: Enterprise Lighting, Ltd. 3275 Intertech Drive Suite 100 Brookfield, WI 53045 Total: $27,014.14 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. No. 323-1717-7216-06238 CIP Property – Riverside Parking Lot Improvements CITY HALL 215 Church Avenue P.O.Box 1130 Oshkosh,Wisconsin City of Oshkosh OIHKOIH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: July 1, 2014 RE: Approve Purchase of Streetlighting Poles and Fixtures for Riverside Parking Lot Phase 1 Project Pursuant to Standardization Exception (Chapter 12-11). BACKGROUND This year's reconstruction of the Riverside parking lot requires the purchase of new streetlighting poles and fixtures. For purposes of consistency and standardization, it is appropriate to purchase streetlighting poles and fixtures that are identical to those used in other lots. This will simplify maintenance and inventory requirements associated with city-owned streetlighting. ANALYSIS Staff has identified one company, Enterprise Lighting, Ltd., that sells these poles and fixtures in the state of Wisconsin without a distributor's mark-up. This allows the city to achieve its standardization objectives at a favorable price. The City Manager has approved this purchase. FISCAL IMPACT The total purchase price is $27,014.14, and includes all poles and fixtures necessary for completion of the lot. The purchase includes two types of streetlighting poles: taller poles for the interior of the lot, and shorter, "pedestrian-friendly" poles for the lot perimeter. Each pole has a matching fixture style. The purchase will be paid for by the parking lot improvements item in the 2014 CIP's Property Improvements section. On December 10, 2013, the Common Council awarded construction of the Riverside Park Parking Lot to Vinton Construction Company. The fiscal analysis performed prior to the bid award showed that adequate funds were available in the CIP for the purchase of light poles and fixtures. Prior to the purchase, approximately $211,000 remained in the CIP for this project. After this purchase, approximately $184,000 remains in the CIP for this project. Funding would be charged to the CIP Property Fund- Riverside Parking Lot Improvements (A/N#: 323-1717-7216-06238). RECOMMENDATION Section 12-11 of the Municipal Code provides that subject to approval of the City Manager, purchases may be made without following a formal competitive bidding process when the purchase is from only one source of supply or when standardization or compatibility is the overriding consideration. In accordance with Section 12-11 of the Municipal Code, and because this purchase is in excess of $25,000, Purchasing recommends the Common Council approve this purchase for these streetlighting poles and fixtures to Enterprise Lighting for $27,014.14.
