($33,426.32) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for two non-liinear editing systems for the Media Services Division; and WHEREAS, upon the opening and tabulation of bids, the following is the most advantageous bid: DIGITAL PICTURES, INC. nd 212 N. 2 Street Minneapolis, MN 55401 Total Bid: $33,426.32 WHEREAS, this bid meets the minimum specifications and staff has reviewed the bid and recommends its acceptance. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. No. 323-0150-7204-06421 Equipment Fund – Machinery & Equipment CITY HALL 215 Church Avenue P.O.Box 1130 Oshkosh,Wisconsin City of Oshkosh 54903-1130 OIHKO/H TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: June 30, 2014 RE: Bid Award-Non Linear Editing Systems for Media Services BACKGROUND The Common Council allocated $45,000 in the 2014 Capital Improvement Program for two non linear editing systems for Media Services. These systems will replace edit systems purchased in 1999 and 2003. These systems share all the editing of both municipal and community programming and are vital to the Media Services' operation. Unfortunately, both systems have suffered numerous breakdowns that can no longer be repaired and require full replacement. The new systems will be significantly faster than the current systems, allowing for staff to be more efficient in editing projects. The new systems will also be equipped with the most current editing features and because the systems are identical,will reduce staff training. ANALYSIS Working with OCMS staff, Purchasing reviewed and prepared proposals seeking vendors for these editing systems. Bids were posted online on NovusVendor and sent to known vendors for this commodity. Bids were due on June 27, 2014. The bid tab is attached. City staff reviewed the bids received and concluded the low bid from Digital Pictures met the minimum bid specifications. FISCAL IMPACT The total amount budgeted for these systems is $45,000. Two phases of equipment are required to complete these systems. The first phase is the computer-based equipment included within this bid at a cost of $33,426.32. This item was budgeted in the 2014 CIP Major Equipment at $45,000. Funding for this item would be charged to A/N#: 323-0150-7204-06421. The second phase is the video equipment required to complete the systems for which quotes will be solicited with the remaining$11,574 available for this project. RECOMMENDATION Purchasing recommends the Common Council award this bid to Digital Pictures for$33,426.32. Respectfully Submitted, Approved: „0„014614.04„, "44.
