RE: Marketing Professional Services for the Oshkosh Public Museum Tiffany Exhibit
BACKGROUND
The Oshkosh Public Museum applied to obtain a JEM Grant through the DOT in fall 2013. The
Museum was awarded a grant of $28,250 to specifically market the In Company With
Angels/Living with Tiffany exhibit to increase tourism in Wisconsin.
ANALYSIS
The Museum secured the professional services of Pilch and Barnet, a Madison marketing firm, to
coordinate placement of radio ads, computer banner ads, bulk mailings, etc.to specifically market
the Tiffany exhibit to southern Wisconsin and northern Illinois residents.
FISCAL IMPACT
The total fiscal impact of these marketing services was $28,872. The JEM Grant covered
$28,250 of the cost and the balance ($622) was budgeted in the Museum's 2014 marketing and
promotional materials budget(A/N#241-1070-6410-11228).
RECOMMENDATION
Section 12-16 of the Municipal Code provides that subject to approval of the City Manager, the
City may enter into professional service agreements without following a competitive bidding or
quotation process. In accordance with Section 12-16 of the Municipal Code and because these
professional services were in excess of$25,000, I am hereby submitting a report of this purchase
to the Common Council. If you have any questions on this purchase please contact me or
