Rohloff, City Manager DATE: June 11,2014 RE: Bauman Park Playground Design and Installation-Lee Recreation LLC BACKGROUND The Common Council allocated $50,000 in the 2014 CIP budget to replace the play equipment at Bauman Park. The Parks Department and Purchasing solicited a RFP on April 25, 2014, seeking proposals from playground design firms. The proposals requested firms to provide up to three playground designs, the equipment, site preparation, installation, mesh fiber (weed barrier) and wood fiber material. ANALYSIS Proposals were sent to playground firms and were due May 21, 2014. Five firms submitted proposals. Proposals were reviewed by Parks staff and neighbors of Bauman Park. The majority of the park neighbors selected the Lee Recreation proposal for their product and design. Parks Department staff also recommends the Lee Recreation proposal for its unique, innovative design and nautical theme. Purchasing has also verified Lee Recreation LLC met the requirements of the RFP. FISCAL IMPACT This unit will have a total fiscal impact of $50,000. This item was budgeted in the 2014 CIP Budget at $50,000. Funding for this item would be charged to the Parks Department CIP account: 325-0610-7204-07404. RECOMMENDATION Section 12-16 of the Municipal Code provides that subject to approval of the City Manager, the City may enter into professional service agreements without following a competitive bidding or quotation process. In accordance with Section 12-16 of the Municipal Code and because this proposal is in excess of$25,000, I am hereby submitting a report of this purchase to the Common Council.
