Dear Mr. Brand,
AECOM Technical Services, Inc.(AECOM)presents this proposal for professional engineering services
related with Design, Bidding,and Construction Administration services for the repair of Four Sedimentation
Basins, repair of the spool on the 1984 High Lift Station,and repairs to the filtration sludge line at the City of
Oshkosh Water Treatment Plant in Oshkosh,Wisconsin. This proposal presents our understanding of the
project,our proposed scope, and fee estimate.
Project Understanding
Sedimentation Basins
We understand the construction of the basins was completed in November of 2000. During
construction a concrete admixture caiied "Xypex"was added to the freshly mixed concrete to fill in smaii
voids as a result of cracking. Since construction has been completed,the walls and slabs have cracked
and the walls have been actively leaking and other types of concrete distress such as spalling and failed
expansion joints have occurred. In April—May 2012,AECOM completed a condition assessment of the
four sedimentation basins at the Oshkosh Water Treatment Plant(WTP)and issued a letter report
dated May 11, 2012, that provided repair recommendations. We understand that the City of Oshkosh is
considering having AECOM's recommended concrete repairs performed to the four sedimentation
basins in 2014. In addition,we understand the basin repairs will occur in two phases. Two basins will
be repaired in early spring and the remaining two will be repaired in late fall of 2014.
1984 High Lift Station
We understand the spool on the one of the water transfer lines is leaking and the City wishes to have it
repaired. This repair work will be bid out with the Sedimentation Basins repairs.
This document includes proprietary data that shall not be duplicated,used or disclosed outside City of Oshkosh for any purpose other than to
evaluate this document.This restriction does not limit City of Oshkosh's right to use information contained in this document if it is obtained from
another source without restriction.

Filtration Sludge Lines Fasteners
We understand that the bolts and nuts associated with the filtration sludge lines are deteriorating. We
have been requested to bid out replacement of all bolts and nuts with stainless steel fasteners as part of
the bidding specifications and plans.
The following is a breakdown of our proposed scope of services and associated costs.
Scope of Services
The following briefly describes our proposed scope of services to prepare construction-level documents,
obtain bids, and assist with construction oversight.
Task A: Prepare Repair Design and Bidding Construction Document
This proposal assumes one plan set and project manual will be prepared to represent the necessary
construction work for the sedimentation basin, 1984 High Lift Station Spool, and Filtration Sludge line
fastener repairs.
To prepare the construction documents,AECOM will:
• Hold a project review meeting with the project stakeholders,as defined by the City. The purpose of
this meeting is to confirm previous recommended repairs and project expectations.
• Prepare a preliminary construction plan set and a project manual at 90%completion level for City
and stakeholder review. Hold up to one review meeting to obtain comments and revisions for
drawings and specifications.
• Prepare a final plan set and project manual suitable for bidding. The project manual will contain the
bidding and contract requirements, utilizing the City's standard documents and concrete repair
industry standards. AECOM will provide project specific specifications for items the City Standard
Specifications do not address.
• Prepare opinions of probable cost at 90%and final completion level for City review.
• The City will advertise for bids and place the bidding documents on Quest Construction Data
Network LLC.—ebidDoc.
• The City will provide construction drawings and as built information related to the spool and sludge
line repairs.
Deliverables: PDF copies of the plan set and project manual and opinions of probable cost at 90%and final
completion level for City Review.
Task B: Bid Administration
• Attend a pre-bid conference.
• Answer bidder's questions and prepare up to one Addendum to the project specifications and
documents. We assume the City will advertise for bids and place the bidding documents on Quest.
• Attend the bid opening,and assist with recommending a contractor.

Deliverables: Draft plan set and bidding documents for City review three hard copies. Final bidding
documents will be provided electronically and three hard copies of the final Plan Set will be furnished to the
City. AECOM will prepare a memorandum with recommendations regarding contractor selections based on
the bidding results.
Task C: Construction Documentation—Sedimentation Basins,Spool and Sludge Line Repairs
AECOM proposes to follow a limited quality assurance program during execution of the repair work to spot
check for conformance with our design for the repair of four sedimentation basins. At this time,we estimate
an 8-week construction schedule(2 weeks/basin). We anticipate making five field visits per week during the
construction work. We anticipate spending a maximum of 4 hours on-site for each of the site visits to spot
check the repair work and attend construction meetings,as required. Also,we anticipate two(8)additional
hours of engineering time per week for the preparation of daily field reports and other engineering services
in connection with the repairs. The exact amount of additional hours for engineering will depend on our
findings during our site visits and the amount of time required for addressing unforeseen conditions
uncovered during the construction work.
The proposed program will include the following and assumes an 8-week construction schedule:
1. Serve as the liaison with the City and contractor, and assist them in understanding the intent of the
contract documents.
2. Prepare and lead a pre-construction meeting at the site.
3. Review contractor's submittals and material samples for conformance with contract documents,
and notify the City of their availability for examination and non-conformance.
4. Conduct site observations of the work in progress,determine if the work is generally proceeding in
accordance with the contract documents and that completed work conforms to the contract
documents. We estimate to make a maximum of 8 site visits(4 hours portal to portal)to perform
spot check observations of the preparation work and installed repair materials. We will issue a site
visit report to City of Oshkosh after each site visit to document meeting minutes,site observations,
and construction related issues that may arise during each site visit.
5. Confirm adequacy of the completed repair work compared to Construction Documents and the
completed repair quantities.
6. Prepare necessary field modifications and change orders in accordance with instructions of the
City. Field modifications are conditions that require no adjustment on the contract cost or time of
completion. Change orders require modification of cost and/or time of completion.
7. Transmit to contractor the City's clarifications and interpretations of the contract documents.
8. Maintain correspondence files, reports of job conferences,shop drawings and sample submissions,
reproductions or original contract documents including all addenda,change orders,field orders, and
additional drawings issued subsequent to the execution of the contract.
9. Where applicable,witness field testing of the facilities furnished under the contract to assist in
determining conformance with the contract documents.
10. Review applications for payment from the contractor for compliance with the established procedure
for their submission, and forward with recommendations to the City noting particularly relation to the
schedule of values,work completed, materials and equipment delivered at the site, but not
incorporated in the work.

11. For each Sedimentation Basin,conduct a final inspection in the company of the City and contractor,
and prepare a final list of items to be completed.
12. Before AECOM issues the"Certificate of Substantial Completion,"submit to the contractor a list of
observed items requiring completion or correction.
13. Provide photo documentation throughout the construction period.
14. Provide vehicles, necessary equipment,and material for inspection.
We will assign an experienced engineer/technician to provide construction observation services. We will
assign a project manager to coordinate the field observations and testing and to provide support and
consultation on construction issues that cannot be readily resolved in the field.
If the construction schedule extends beyond the estimated 8-week construction schedule,we will request, in
writing, a change order for additional services for the duration of the remaining construction schedule.
AECOM proposes a team comprised of Paul Timm, Project Manager, Chris Rogers, Field Staff and Terry
M. Refai, P.E.,S.E., Principal Structural Engineer and Nick Dutler, P.E. as Design Lead and Project
Structural Engineer.
Deliverables: As-Record Plan Set prepared from site observations, and contractor's red-lined set. No other
site features will be surveyed,unless specifically requested by the City.
Project Schedule
The following schedule has been prepared assuming a construction start of September 2013. If an
expedited schedule is desired,we can discuss how this can be accommodated.
Project Kickoff Meeting with Stakeholders: End of December 2013
100% Review Plan set and Project Manual: Early February 2014
Final Construction Documents for bidding: End of February 2014
Bid Opening: Mid-March 2014
Preconstruction Meeting and Contractor Mobilization: Mid April 2014
Construction(8 weeks): May 2014 through January 2015
Project Closeout: February 2015
Schedule is based on the assumption that the 1984 High Lift Spool and Filtration fastener portions of the
project are completed simultaneously and in May of 2014 during the first phase of Sedimentation Basin
repair.
Project Fees
The following table summarizes our estimate of fees to complete the scope of services described above.

Terms and Conditions
Services described in this proposal will be performed on a time-and-expense/unit-cost basis per the 2014
Negotiated Fee Schedule and 2009 Negotiate Terms and Conditions of Service.
Please indicate your acceptance of this proposal by having an authorized individual of your firm execute the
attached Authorization Form and return it to our Oshkosh office. If you have any questions regarding the
proposed scope of services and corresponding costs, please contact us at your convenience.
