($72,350.00) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for an emergency generator replacement for City Hall; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: HOGEN ELECTRIC, INC. 1131 Limerick Lane Hartford, WI 53027 Total Bid: $72,350.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. No. 323-0130-7204-06415 Equipment Fund – Machinery & Equipment TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: June 2, 2014 RE: Bid Award- City Hall Emergency Generator Replacement BACKGROUND The emergency generator within the Mechanical Building of the City Hall complex provides emergency power to City Hall offices and systems during power outages. The current emergency generator is 50+ years old and has required multiple repairs in recent years. Parts are no longer available for the current generator and in a recent test the unit was not capable of meeting the electrical load test for the emergency power system within City Hall. The Common Council allocated $125,000 for replacement of the generator in the 2014 Major Equipment CIP. Electrical engineer Bruce Cottrell from Cottrell Design Inc. was engaged to review and prepare bid specifications for this project. A new generator can be installed outside of the building and run quieter, cooler and more energy efficient. The new unit will be installed with a self - contained, weatherproof and sound attenuated enclosure. The new unit will be 100KW 120/208 volt, 3 phase natural gas generator and will include the most current state of the art operations and controlling functions. ANALYSIS Working in with Cottrell Design Inc. and Facilities Maintenance and Electrical Division staff, Purchasing prepared bid specifications seeking vendors for this project. Bids were advertised in the local paper and posted online on NovusVendor. Bids were received on May 28, 2014. Three bids were received but only two bids met the minimum bid specifications. The bid tab is attached. FISCAL IMPACT The total fiscal impact of the low bid for this project will be $72,350. The 2014 Major Equipment CIP budgeted $125,000 for this project. This project will be charged to A/N# 323- 0130- 7204 - 06415. RECOMMENDATION Purchasing recommends the Common Council award this bid to Hogen Electric, Inc. for $72,350.
