PURPOSE: APPROVE VARIANCE TO CLOSE A PORTION OF WISCONSIN
STREET (STH 44) FROM CHURCH AVENUE TO IRVING AVENUE
AND ESTABLISH AN ALTERNATE TRUCK ROUTE DURING
SANITARY SEWER MANHOLE REHABILITATION WORK – JUNE
2014 / WOOD SEWER & EXCAVATING, INC.
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, section 25-23 of the City of Oshkosh Municipal Code requires that a
passageway of at least ten (10) feet be maintained during excavation on certain rights-of-
way within the City of Oshkosh including Wisconsin Street and State and County Roads;
and
WHEREAS, Wisconsin Street is State Highway 44; and
WHEREAS, the Department of Public Works is requesting a variance to allow
Wisconsin Street to be closed temporarily for up to five (5) days, not including any
weekend days, during June 2014 for construction activities pertaining to sanitary sewer
manhole rehabilitation work; and
WHEREAS, a variance to this provision of the municipal code will allow the work to
be completed sooner than other options and will be more cost effective; and
WHEREAS, the variance requested will be kept to the minimum time necessary to
complete the work and any adverse impacts upon adjacent properties will be minimized.
WHEREAS, the City of Oshkosh has previously designated Wisconsin Street from
Ohio Street to Irving Avenue as a Truck Route and it is therefore necessary to designate
an alternate truck route for the period Wisconsin Street will be closed due to construction
activities; and
NOW, THEREFORE, BE IT RESOLVED by the Common Council for the City of
Oshkosh hereby grants a variance to allow Wood Sewer & Excavating, Inc. to close a
portion of Wisconsin Street from the intersection of Wisconsin Street with Church Avenue
to the intersection of Wisconsin Street with Irving Avenue for up to five (5) days, not
including any weekend days, during June 2014.
BE IT FURTHER RESOLVED by the Common Council of the City of Oshkosh that

Wisconsin Street to Jackson Street are hereby designated as alternate truck routes
for truck traffic detoured during the closure of Wisconsin Street.
BE IT FURTHER RESOLVED that this Resolution shall be in force and effect only
during the period during which Wisconsin Street is under construction and shall repeal
without further action required and be of no further force and effect upon the earlier of the
completion of construction and the reopening of Wisconsin Street to normal traffic or June
30, 2014.

RE: Variance for Closure of Wisconsin Street from Church Avenue to Irving Avenue and
Establish Alternate Truck Route 1 Wood Sewer& Excavating, Inc.
BACKGROUND
Wood Sewer and Excavating, Inc. (Wood) was awarded contract 13-11, Sanitary Sewer Manhole
Rehabilitation 1 Inflow /Infiltration Reduction Program. Due to the proposed work on sanitary sewer
manholes in Wisconsin Street (STH 44), between Church Avenue and Irving Avenue, Wood is requesting a
complete closure of Wisconsin Street from the intersection of Church Avenue to the intersection of Irving
Avenue. Wisconsin Street is a designated truck route. The closure of Wisconsin Street will require a detour
of the truck route. The proposed detour route is the one way pair of High Avenue and Algoma Boulevard
between Wisconsin Street and Jackson Street.
ANALYSIS
Two sanitary sewer manholes located in Wisconsin Street, between Church Avenue and Irving Avenue, need
to be reconstructed to eliminate inflow and infiltration of clear water into the structures. Due to the depth of
excavation needed and the width of the roadway section, maintaining a safe work zone and travel lanes is
-not practical. High Street and Algoma Boulevard are both one-way streets; and provides close alternate
routes with additional area to accommodate large trucks turning. The City will apply for the DOT permit to
close Wisconsin Street (STH 44). The closure will be limited to five days and will not be allowed over a
weekend.
FISCAL IMPACT
The contractor is responsible for all costs associated with posting the detour and for fixing any damage that
occurs as a result of the use as a truck route.
RECOMMENDATIONS
1 recommend allowing Wood Sewer & Excavating, Inc. to close Wisconsin Avenue, from Church Avenue to
Irving Avenue; and allowing High Avenue, from Wisconsin Avenue to Jackson Street, and Algoma
Boulevard, from Jackson Street to Wisconsin Avenue, to be an alternate truck route for Wisconsin Avenue
during this construction project.
