PURPOSE: APPROVAL OF AGREEMENT FOR ENGINEERING SERVICES
WITH AECOM TECHNICAL SERVICES, INC. FOR
ENVIRONMENTAL MONITORING & OPERATIONS/MAINTENANCE
SUPPORT AT TIMMERMAN LANDFILL IN THE AMOUNT OF
$32,000.00

BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with AECOM Technical
Services, INC. for environmental monitoring and operations/maintenance support at
Timmerman Landfill in the amount of thirty-two thousand dollars ($32,000.00)

RE: Approval of Agreement for Engineering Services with AECOM Technical Services,
Inc. for Environmental Monitoring and Operations/Maintenance Support at
Timmerman Landfill in the Amount of$32,000
BACKGROUND
Timmerman Landfill is located in the northeast corner of the intersection of 35th Avenue &
Marvel Drive. The Department of Public Works has utilized AECOM for various environmental
engineering needs at Timmerman Landfill since 1993. In February of 2013, 1 reported on an
amendment to an existing engineering services agreement at this landfill. That amendment
covered the consultant expenses through 2013 for a cost of$40,000.
ANALYSIS
We have requested a proposal from AECOM to cover the engineering service expenses for
2014. The scope of work for this agreement includes groundwater & landfill gas monitoring,
laboratory services, and reporting to the WIDNR. Based on this analysis, it is anticipated that
AECOM will request that the WIDNR reduce monitoring and reporting requirements for this
landfill.
FISCAL IMPACT
This agreement will continue the monitoring at the Timmerman Landfill for an estimated cost of
$32,000. The cost for these monitoring services will be allocated to the operating budget
(Account 212-0470/Garbage Collection & Disposal).
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of
a specialized nature, including engineering services, may be procured without the use of formal,
sealed quotes. I have reviewed this agreement. In accordance with Section 12-15 of the
Municipal Code, I would recommending that the Common Council approve this agreement.
