PURPOSE: APPROVE PURCHASE OF PROGRAMMABLE LOGIC
CONTROLLER HARDWARE AND SOFTWARE UPGRADE FOR
WATER FILTRATION PLANT IN ACCORDANCE WITH SECTION
12-11 ($179,000.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the Water Filtration Plant needs to upgrade Programmable Logic
Controllers (PLC) hardware and software to maintain operational functionality; and
WHEREAS, the Water Filtration Plant currently uses controllers from Schneider
Electric USA, Inc. installed when the Water Filtration Plant was constructed in 1999; and
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed pursuant to
Section 12-11 of the Oshkosh Municipal Code to purchase the PLC hardware and
software, due to the standardization and compatibility of these systems, from:
SCHNEIDER ELECTRIC USA, Inc.
800 Federal Street
Andover, MA 01810
Total: $179,000.00
BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to enter into an appropriate agreement for the purpose of same. Money for
this purpose is hereby appropriated from:

RE: Approve Purchase of Programmable Logic Controller Hardware and Software for Water
Filtration Plant in Accordance with Section 12-11 ($179,000)
BACKGROUND
The Water Filtration Plant construction project was bid in 1997 and the facility went on line at the end of
1999. As part of the construction, the controls network included programmable logic controllers supplied
by Schneider Electric USA, Inc. These controllers provide for the operation of treatment plant equipment
throughout the water treatment process. Over time, the companies that supply and support PLCs make
changes to these systems due to improvements in technology, which leads to the need for facilities to
periodically upgrade PLC hardware and software to maintain operational functionality.
ANALYSIS
The Water Filtration Plant is operating on the original PLC hardware and software that was put into
operation in 1999. This controls network needs to be upgraded to current technology to provide for future
reliable service.
FISCAL IMPACT
This upgrade for$179,000 is included in the equipment section of the Water Utility CIP.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that City Departments or Divisions may
enter into agreements for the purchase of services(s), materials(s),or equipment item(s) that is (are)
available form only one source of supply or when standardization or compatibility is the overriding
consideration. I have reviewed this purchase and in accordance with Section 12-11 of the Code, I am
hereby recommending that the Common Council approve this purchase.
