PURPOSE: APPROVE HEALTHY NEIGHBORHOOD INITIATIVE PROGRAM
INITIATED BY: COMMUNITY DEVELOPMENT
WHEREAS, the City of Oshkosh has adopted a Comprehensive Plan, as
amended, to guide the city’s growth and development; and
WHEREAS, the Comprehensive Plan contains recommendations regarding
improving the City’s overall housing stock and implementing neighborhood improvement
strategies in priority areas; and
WHEREAS, the City of Oshkosh seeks to implement neighborhood and housing
improvement programming through creation of a Healthy Neighborhoods Initiative
Program, per the attached guidelines, as an approach to achieve "healthy
neighborhoods" through programming under 5 broad categories:
Residential Engagement
Education and Training
Pride of Place
Safety
Housing Revitalization
and
WHEREAS, the primary source of funds to implement the Healthy
Neighborhoods Initiative Program are funds allocated through one year life extensions
of tax increment finance districts TID #6 and TID #8.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the attached Healthy Neighborhoods Initiative Program guidelines are
hereby approved and the proper City officials are authorized and directed to take those
actions necessary to implement the Healthy Neighborhoods Initiative Program.

BACKGROUND
For the past few years the City of Oshkosh has been actively engaged in neighborhood
development and revitalization in an overall effort to create /maintain Healthy
Neighborhoods of choice within the community. Neighborhood revitalization is a key
improvement strategy in both the City's Comprehensive Plan and the Council's
Strategic Plan. This recent focus on neighborhood revitalization resulted in bringing
NeighborWorks Badgerland to the community that is in part responsible for assisting in
developing several new neighborhood associations and helping to develop leadership
capacity within partner neighborhoods. Most recently the City adopted its first
neighborhood plan (Middle Village) under the Healthy Neighborhood Initiative banner
but has not yet approved program funding to implement the plan, which this Council
action would move forward.
There is no one best approach to maintaining Healthy Neighborhoods and there is no
one city division or department that can create Healthy Neighborhoods on their own. It
is a collaborative approach that involves a wide variety of city departments,
neighborhood residents and neighborhood property owners (to name a few) working for
the betterment of their neighborhoods in such a fashion to maintain /improve the quality
of life in the neighborhood. It is a wide ranging approach that takes such things as code
enforcement, code development (i.e. design standards, property maintenance, etc.),
neighborhood engagement, infrastructure development, crime control and housing
revitalization. At any one point in time the city is actively moving forward to address
these issues.
For the purposes of this action, Council is being asked to approve the Healthy
Neighborhood Initiative Program which is a set of activities targeted at addressing those
various aspects of neighborhood revitalization that city staff can work in concert with
neighborhood representatives to create "Healthy Neighborhoods ". Furthermore, while
the City has various funds to implement programming (CDBG, C1P Great
Neighborhoods) the primary source of funds that will be used to implement the Healthy
Neighborhood Initiative at this time are the funds allocated to the Healthy Neighborhood
Initiative fund through the tax increment finance districts 1 year life extensions of TID #6
and TID #8 which funds currently total $809,721.34.
ANALYSIS
The City of Oshkosh Healthy Neighborhood Initiative (see attached program draft) is a
multifaceted approach to achieve "Healthy Neighborhoods" through programming under
5 broad categories:
• Resident Engagement
• Education & Training
• Pride of Place
• Safety
• Housing Revitalization
Resident Engagement
The list of neighborhood -based activities in Oshkosh has grown significantly and will
continue to be encouraged through the creation of recognized neighborhood
associations. Additionally, through the resident -led Neighborhood Planning Process,
adopted neighborhood plans will develop a clear vision of current and future needs and
priorities and serve as a guide for investment in the neighborhood, Neighborhood plans
will also become a basis for the creation of additional programming developed under the
Healthy Neighborhood Initiative.
Education and Training
Sustained neighborhood organizational development requires residents to be involved
in things that impact the future of the neighborhood. Residents need to have the ability
to organize and effectively communicate their messages to those outside the
neighborhood. Education and training programs will provide various opportunities to
enhance resident capacity to manage day to day challenges within their neighborhood.
In collaboration with local organizations, staff will host workshops and create brochures,
videos and web resources that provide information and the necessary tools to help
citizens enhance, preserve or revitalize neighborhoods. Examples include: Creating
Healthy Neighborhoods in Oshkosh, Neighborhood Visioning Sessions, Property
Maintenance Techniques, First Time Homebuyer Training, Landlord Training — Rights
and Responsibilities and Tenant Training — Rights and Responsibilities.
Pride of Place
Funds will be used for marketing and promotional events for neighborhoods to help
communicate with the neighborhood and community and to promote and develop
neighborhood pride through various activities. New and positive language will be used
to describe the area to others. Partnerships will be developed with local real estate
agents to promote the sale of available homes to quality buyers. Unique logos and
taglines will be developed for the neighborhood so that it is easily identified. Program
funds will also be used for activities that assist with the start -up and continued operation
of City recognized Neighborhood Associations. All activities and projects will engage
residents within partner neighborhoods, market each neighborhood as a great place to
live and improve the image of the neighborhood. Programs emphasize self-sufficiency
and encourage residents to initiate, plan and implement projects and activities that will
engage residents, enhance quality of life and sustain recognized Neighborhood
Associations in their pursuit of Healthy Neighborhoods in Oshkosh.
Safety
Safety and security has a significant impact on the quality of life of residents in any
neighborhood. The Police Department has taken a lead role in encouraging residents
to "know them before they need them" and Reporting Area Officers provide each
neighborhood with a contact to handle quality of life concerns among residents. Project
Porch Light is a simple program that will increase lighting in partner neighborhoods.
Additionally, staff will continue to encourage Neighborhood Watch Block Captains and
attend neighborhood events and meetings to discuss safety & quality of life concerns.
The perception of crime can be detrimental to any neighborhood and programs will
continue to be developed as needed.
Housing Revitalization
As the city's housing stock continues to age many of the structures need rehabilitation
programming to eliminate basic deficiencies or to improve and update the structure to
add value to the home to increase homeowner and neighborhood equity. Furthermore,
the homeownership rate in Oshkosh of 59.1% which is well under the state and national
homeownership rate with many central city neighborhoods approaching 60 -70% rental
and programming has been developed to incentivize homeownership. Program funding
under this category will also be used for property acquisition and blight removal, .owner -
occupied rehabilitation, rental unit rehabilitation, exterior curb appeal improvements,
and new construction. Funds will be used to contract with an architect to provide design
and architectural services for homeowners undertaking home improvement projects to
help promote good rehabilitation projects to enhance the value of development for the
owner and neighborhood.
Applications and forms have been or are being developed to implement aforementioned
activities with the city proposing to concentrate resource delivery into neighborhoods
operating under adopted neighborhood plan such as Middle Village. Funds will also be
used to help nurture development of other associations and create neighborhood plans
for others.
Staff is proposing to allocate 75% of the TID funds into the Housing Revitalization
category which would amount to approximately $607,291.01. Of this amount staff
anticipates that the majority of these funds will be allocated to owner - occupied
rehabilitation, home ownership assistance, and rental rehabilitation. Improving the
rental stock is an important consideration given the fact those percentages generally are
much higher in central city neighborhoods and often are some of the worst looking
properties in the neighborhood and impacting negatively on the character of the
neighborhood. For example, the Middle Village Neighborhood is approximately 70%
rental properties versus 30% owner occupied so if the city is going to achieve any sort
of revitalization in these neighborhoods improving the rental stock must be a priority as
well.
The remaining 25% of funds are proposed to be spread across the other 4 broad
program categories with a note that would be a maximum funding percentage and that if
needed the city could allocate a higher percentage into the housing revitalization
category should the demand develop. The 75125 ratio allows the city some flexibility in
responding to program needs as things change while maintaining the majority funding
into improving housing.
FISCAL IMPACT
No additional impact on city services is anticipated due to the approval of the Healthy
Neighborhood Initiative Program

Neighborhood Revitalization Program
OVERVIEW
The City of Oshkosh Healthy Neighborhood Initiative is an approach to neighborhood revitalization
designed to enhance quality of life and create Healthy Neighborhoods of choice in Oshkosh.
Through collaboration of public, private and nonprofit organizations, the initiative is intended to
deliver resources in a concentrated manner to revitalize our neighborhoods. Currently Oshkosh's
neighborhoods are in transition and can be categorized using the following spectrum:

"Healthy" neighborhoods are defined as places where people are confident to live and investment
is occurring without intervention. "Transitional" neighborhoods can be viewed as trending towards
healthy or distressed and require minimal intervention to stabilize. "Distressed" neighborhoods are
those of last resort where there is little or no investment occurring and a large intervention of
concentrated resources is required to improve conditions.
Where a neighborhood falls on the spectrum will determine the strategies needing to preserve,
stabilize, or revitalize them.

• Increase homeownership opportunities and protect homeowner's equity;
• Provide a safe environment for people to live, work and play; and
• Deliver services necessary for residents to manage day to day activities.

NEIGHBORHOOD ASSOCIATION ORGANIZING
The City of Oshkosh and NeighborWorks Badgerland can assist residents interested in becoming
a City of Oshkosh Recognized Neighborhood Association. Residents intending to form or seeking
formal recognition of an existing neighborhood organization must notify the City of Oshkosh -
Planning Services Division.
The recognition steps are as follows:
• Upon request, an educational meeting may be conducted by City & NeighborWorks staff
regarding steps to organize.
• The neighborhood organizing committee notifies, in writing, all neighbors of the opportunity to
vote on becoming a City of Oshkosh Recognized Neighborhood Association and include the
following information:
• Neighborhood boundaries.
• Names, telephone numbers, and addresses of two main contact persons and any
alternate contact persons.
• A statement identifying the purpose /mission of the Neighborhood Association.
• By -laws that include the following:
A statement explaining the Neighborhood Association is voluntary;
• Description of Neighborhood boundaries;
• Membership criteria allowing any Neighbor over the age of 18 the right to
belong and vote;
• A statement that the Neighborhood Association will not discriminate based
on race, color, creed, religion, age, sex, sexual orientation, gender
expression, marital status, disability, status with regard to public assistance,
familial status or national origin in connection with employment, housing and
real property, public accommodations, public services, credit and education;
• Procedures for the election and removal of leadership ; and
Method of determining how votes are taken and recorded at annual
meetings.
• Upon an affirmative vote, the Association formally applies for recognition and submits a
completed recognition application and a copy of the Neighborhood Association bylaws.
The City staff liaison will review the materials and notify the Neighborhood Association and City
Council of his or her decision with regard to recognition in writing.

NEIGHBORHOOD PLANNING PROCESS
The Neighborhood Planning Process is designed to identify what resident's value most within their
neighborhood and develop a clear vision of current and future needs and priorities. The process
is resident -led, resulting in a neighborhood plan that serves as a guide for investment in the
neighborhood. Vibrant neighborhoods are essential to the overall wellbeing of Oshkosh and
should be viewed as the strategic building blocks of our community. A neighborhood plan must
strive to eliminate elements that erode character and enhance elements that improve the quality of
life for current and future residents. Architectural significance, pedestrian amenities, diversity,
affordability, and proximity to services are several examples of assets our neighborhoods possess.
Preservation, enhancement, and revitalization strategies to protect these assets have been
developed to ensure that Oshkosh's neighborhoods prosper. Below are the steps taken to
complete the neighborhood planning process:

The adopted neighborhood plan should serve as the basis for any neighborhood association's
recommendation to any city board, commission, or agency for actions being taken that affect the
neighborhood. A neighborhood plan is not a one -sided top -down document where the city invests
all of its resources and capital into helping achieve the desired future state. A neighborhood plan
is meant to be a true partnership between the residents and property owners of the neighborhood
and the city with all sides expected to contribute to the plan's overall success based on their own
expertise and capabilities.

COMMUNITY BUILDING & ENGAGEMENT PROGRAM
The Community Building & Engagement Program funds activities to assist with the start -up and continued
operation of City recognized Neighborhood Associations. All activities and projects must:
1) Engage residents within the neighborhood;
2) Market the neighborhood as a great place to live;
3) Improve the image of the neighborhood;
4) Enhance the quality of life within the neighborhood;
5) Promote Healthy Neighborhoods of choice in Oshkosh; and
5) Be compatible with adopted city plans and policies.
The Community Building & Engagement Program emphasizes self- sufficiency and encourages residents to
initiate, plan and implement projects and activities that will engage residents, enhance quality of life and
sustain recognized Neighborhood Associations in their pursuit of Healthy Neighborhoods of choice in
Oshkosh.

*Funding requests above $1, 000 may be considered but require a match of funds by the neighborhood
association.
"Neighborhood Associations who have already received City- sponsored dumpsters for clean up events
must provide a 50% match for all future dumpster requests.

Application Review Process
✓ Application is completed and submitted to the City of Oshkosh - Planning Services Division.
✓ Application is reviewed to determine if proposed activities meet program criteria.
• If approved, neighborhood representative will check out a pre - authorized credit card to purchase the
requested materials. All recipes must be handed in with the credit card when it is returned.
• Failure to submit appropriate recipes or invoices may disqualify your neighborhood association from
obtaining further funding.
• The City of Oshkosh will not reimburse invoices or a recipe dated prior to your application submittal,
pre - approval is required.
• Application approval is subject to fund availability and will be allocated on a first -come, first- served
basis.
Neighborhood Reporting Requirements
Upon completion of the activity or project, applicants must return a sign in sheet from the event or activity (if
applicable), a log of volunteer hours which includes any hours volunteered for planning and implementation
of the activity or project, photos taken during the event, and receipts or invoices. All volunteer hours must be
logged. These hours include any time volunteered to plan or implement the event or project. Photos should
be of residents engaging in the project or event being sponsored. These materials have to be submitted to
City of Oshkosh - Planning Services within two weeks of event completion.
Please Note: failure to submit documentation may disqualify your neighborhood association from obtaining
further funds through this program.

"GREAT NEIGHBORHOODS" PROGRAM
The City of Oshkosh Great Neighborhoods Capital Improvement Program is designed to provide
funding for projects that seek to improve the appearance of a neighborhood's public spaces such
as streetscapes, gateways, and green spaces. The program is an opportunity to create a more
vibrant and healthy community by residents working in collaboration with City staff to initiate, plan
and implement projects and activities in pursuit of Healthy Neighborhoods of choice in Oshkosh.

• Streetscape & Gateway Improvements (street lighting, bus shelter, bike rack, bike lane, etc.)
• Public Property Beautification & Improvements.
Eligible Applicants
Recognized Neighborhood Associations
- A neighborhood association is a voluntary organization officially recognized by the City of
Oshkosh. Neighborhood associations will receive 5 points in the Neighborhood
Participation category.
Groups working to support Healthy Neighborhoods of Choice in Oshkosh
- Applicants in this category must be working to meet the requirements identified within the
City of Oshkosh Neighborhood Association Recognition Policy and must contact the City
staff liaison before applying for program funding.
Application Review Process
• Application is submitted to the City of Oshkosh - Planning Services Division.
• Application is reviewed to determine if it meets the program criteria.
✓ Applications meeting the program criteria will be submitted to the Common Council for
consideration. Applicants must be present at the Common Council meeting to answer
questions.
• If the Common Council approves the funding request, project will be implemented. Funds
must be spent no later than December 10th, 2014.
• Approval is subject to fund availability and will be allocated on a competitive basis.

Program Criteria
Scope /Quality /Creativity 0 -25 Points
Project proposals should have a well - defined set of goals, timeline indicating how the project will
be completed, detailed steps, tasks and leaders, measureable outcomes, and a tentative schedule.
Projects are encouraged to be highly creative. Artists, landscape designers or other design
professionals may be included in the project. Please note: administrative costs are not eligible
budget expenditure.
Neighborhood Benefit 0 -25 Points
The application must be clear and specific about the issue(s) that will be addressed and how it will
improve the neighborhood. There should be a commitment to seek creative and workable
solutions and there should be measurable outcomes which are shown to have widespread benefit
for the entire neighborhood and the capacity to spur other efforts or initiatives. Collaboration with
other community organizations or neighborhood associations is encouraged and will result in a
higher score in this category.
Project Readiness 0 -20 Points
Applications must demonstrate an ability to begin their projects within the same calendar year and
complete their projects within 12 months. Applications should also include a realistic timeline,
budget and verification of neighborhood support.
Consistency with City Policies and Adopted Plans 0 -15 Points
Projects should be consistent with City policies and adopted neighborhood plans.
Neighborhood Participation 0 -15 Points
Neighborhoods should demonstrate that their projects have a specific, well thought out plan for
significant involvement of the neighborhood and business community in all phases of the
project/activity; participants of varying ages, ethnicities, races; incomes, or other demographic
characteristics specific to the neighborhood; residents that take on leadership roles; and
demonstration of how the project/activity strengthens partnerships.

TRADITIONAL NEIGHBORHOOD DESIGN OVERLAY DISTRICT
Traditional Neighborhood Overlay Districts are established to foster strong, vibrant traditional
neighborhoods that consist of well - maintained historic homes and well- designed, architecturally
compatible new residential construction. Such districts are to be applied in neighborhoods with
homes and residences mostly constructed before 1950.
Therefore, the purpose of the Traditional Neighborhood Overlay District is to implement minimum
design standards intended to maintain the unique architectural qualities and features of Oshkosh's
older traditional homes; ensure coordinated, compatible design between existing and new homes;
minimize adverse impacts on adjacent properties from buildings that may detract from the
character and appearance of the district as a whole; and, create strong neighborhood identities
and cohesive design through historic home preservation and well- designed, high quality new
construction and site design. New residential construction shall be compatible in character with
homes in the immediate vicinity, considering scale, style and materials. The Overlay District also
seeks to stabilize and increase neighborhood property values and instill a sense of "pride of place"
among residents and property owners.
City staff will work with existing neighborhood associations, historic districts and property owners
interested in a obtaining a Traditional Neighborhood Design Overlay District for their neighborhood.
Overlay Location
(1) Areas that may be deemed suitable and appropriate for a Traditional Neighborhood
Overlay District shall:
(a) Include a grouping of single and/or two - family homes generally constructed prior to
1950 that retain traditional character of their building styles including, but not limited to,
Greek Revival (1830- 1850), Gothic Revival (1850 - 1895), ltalianate (1856 - 1885),
Mansard or French Second Empire (1860 - 1880), Stick (1870 - 1890), Queen Ann
Revival (1880 -1 900), Shingle Style (1885 - 1902), Richardsonian Romanesque (1880-
1900), Prairie School (1900 - 1920), Craftsman (19001920), American Foursquare
(1900- 1920), Bungalow (1900 - 1940), Tudor Revival (1920s), Colonial Revival (1920-
1940), Georgian Revival (1900- 1930), and Mediterranean (1920s).
(b) The Traditional Neighborhood Overlay District is not intended to be applied to areas
where there is no established architectural character or where the areas building
character has been so substantially altered by modern development (post 1950s) or
redevelopment (i.e. housing stock that has been significantly altered from its original
design or has deteriorated to an extent that the styles are no longer identifiable)

"BLOCK BY BLOCK" CHALLENGE
The "Block by Block" Challenge is a collaborative program between recognized Neighborhood
Associations, the City of Oshkosh, and various other local public, private, and non - profit
organizations. Each year the collaboration will request applications from recognized Neighborhood
Associations interested in participating in the "Block by Block" Challenge. The Healthy
Neighborhood Coalition will select the proposal that best serves to meet the following objectives:
✓ Instill a sense of community and pride in the neighborhood;
✓ Improve physical conditions at the block level;
✓ Market and promote the neighborhood as a good place to live;
✓ Increase resident confidence in the future of the neighborhood;
✓ Strengthen neighborhood social connections.
Neighborhood Associations will work with the Healthy Neighborhood Coalition to coordinate
volunteer support to complete the following projects. Neighbors will need to provide sweat equity
hours or host volunteers during the work day to be eligible.

Property owners within the selected project area are eligible to receive up to $1,000 towards

Application Review Process
✓ Application is submitted to the City of Oshkosh - Planning Services Division.
✓ Application is reviewed by the Healthy Neighborhood Coalition to determine if it meets the
program criteria.
✓ Approved neighborhood associations will work with the collaborative team and will
coordinate with local distributors to obtain the necessary materials to complete the projects
that have been pre - approved.
✓ Projects are completed no later than November 15t", 2014.
✓ Approval is subject to fund availability and will be allocated on a first come, first served

PROJECT PORCH LIGHT
The Project Porch Light Program is designed to promote safety within neighborhoods by adding
additional lighting through the use of decorative dusk to dawn porch lights. The City of Oshkosh in
partnership with local building suppliers and the Winnebago County Homebuilders Association will
work with property owners located in recognized Neighborhood Associations to install decorative
dusk to dawn porch lights. Property owners can select from porch light designs in black or white
and work with qualified local contractors to have them installed.
Porch Light Selection
Applicants can choose the following porch light design in black or white to be installed on the
exterior front fagade of their home.
Applicant Eligibility
✓ Property must be located within a City of Oshkosh Recognized Neighborhood Association.
• Property owner must provide proof of current property insurance.
• Have adequate electrical system for replacing the existing porch light or be willing to pay
the additional cost to add adequate electrical system.
• Application approval is subject to fund availability and will be reviewed on a first come, first
served basis.
Installation Process
✓ Application & supporting information submitted to the City of Oshkosh - Planning Services
Division.
✓ Contractor will visit property to evaluate existing electrical system is adequate. if electrical
system needs upgrading the property owner will work with contractor to make
improvements.
✓ Once electrical system is deemed adequate, the new porch light will be installed.

The City of Oshkosh Owner - Occupied Rehabilitation Program was created to encourage
improvements to residential properties within Oshkosh. Eligible properties located within specified
neighborhoods can receive a 15 -year 0% interest loan (see next page). Owner - Occupied
Rehabilitation Program funds cannot be applied to improvements that have already been started or
completed, pre - approval is required. Funds are available on a first come, first served basis and
are subject to funding availability.

Oshkosh. Eligible properties located in specified neighborhoods can receive up to $15,000 per
structure plus an additional $5,000 per each additional unit up to four units (e.g. single family
$15,000, duplex $20,000). Priority consideration will be given to projects that enhance the exterior
quality and positive characteristics of the property. The program requires a 25% owner investment
match.
Eligible Residential Properties
• Single, two, three or four family structures containing one to four rental units.
• Located in specified neighborhoods.
• Vacant or with income eligible tenants in place.
• Must need exterior work that will improve the appearance of the property.
• Properties deemed suitable for rehabilitation.
• $10,000 project minimum (75% city/25% owner).
Type of Financing
✓ Up to $15,000 per structure plus an additional $5,000 per each additional unit up to four
units (e.g. single family $15,000, duplex $20,000).
✓ 10-year zero interest loan or low interest loan depending on qualifications with payments
starting once work is completed.

✓ Project costs exceeding match requirement will be the responsibility of the property owner.
Additional Incentive
An additional $5,000 forgivable reduction bonus is available for projects that reduce the number of
units in a structure. The basis for calculating the amount of units will be the number of legal units in
place at the time of application (e.g. if a project involves converting a duplex to a single family unit,
the maximum city funding that would be available would be $15,000 for the structure, $5,000 for
each additional original units and another $5,000 for reducing the number of units, for a total of
$25,000).

temporarily displaced by lead /asbestos abatement work.
• Rent limits must comply with program limits until the loan has been paid back. Existing and
prospective tenants must spend 30% or less of their monthly income on housing related
expenses.
• Work specifications will be drafted by city staff and approved by the owner.
• Three bids must be obtained from licensed, insured general contractors. If an owner
intends to serve as general contractor, then two bids from licensed, insured general
contractors, plus a bid from the owner, must be submitted.
• All work must be done by licensed contractors. All lead abatement work must be performed
by contractors/sub-contractors that are trained and State certified in a lead hazard
reduction discipline and associated with a certified lead company.
• All change orders are solely the responsibility of the property owner and must be approved
by the City.
• Owners cannot be compensated for their labor or time on the project.
• Materials and component items must be of reasonable quality and be approved by the City
of Oshkosh - Community Development staff.
Ineligible Properties /Applicants
• Applicants who have received a citation for property maintenance, building or zoning code
violations within the past two years.
• Properties deemed by the City of Oshkosh inspection Services Division to be unsuitable for
rehabilitation.

The City of Oshkosh Curb Appeal Program was created to encourage improvements to the exterior

The First -Time Homebuyer Program is part of the City of Oshkosh Healthy Neighborhood Initiative
and is designed to increase homeownership within specified Oshkosh neighborhoods. Applicants
interested in purchasing properties within specified neighborhoods are eligible for a $3,000 3 -year
forgivable loan. First -Time Homebuyer funds can only be used at the time of closing for down
payment, closing costs, or principal reduction toward the first mortgage loan balance. Funds are
available on a first come, first served basis.
