HomeMy WebLinkAbout24. 14-230 APRIL 22, 2014 MAY 13, 2014 14-207 14-230 ORDINANCE FIRST READING SECOND READING (CARRIED__6-0__ LOST_______ LAID OVER_______ WITHDRAWN_______) PURPOSE: APPROVAL OF CHANGES IN SHORT-TERM PARKING IN THE LIBRARY, OTTER EAST, PEARL AND STATE STREET PARKING LOTS INITIATED BY: PARKING UTILITY COMMISSION A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A- 11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS. The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREET AND ALLEYS LIBRARY LOT Remove Therefrom: 90-minute parking except the perimeter stalls on the northern and eastern edges of the lot, between the hours of 9:00 a.m. to 6:00 p.m. daily, except on Sundays and holidays. Add Thereto: 2-hour parking except the perimeter stalls on the northern and eastern edges of the lot, between the hours of 9:00 a.m. to 6:00 p.m. daily, except on Sundays and holidays. OTTER EAST PARKING LOT Remove Therefrom:90-minute parking, the four (4) most northern stalls in each row of parking except for those spaces designated as handicapped parking, between the hours of 9:00 a.m. and 6:00 p.m. daily, except on Sundays and holidays. Add Thereto: 2-hour parking, the four (4) most northern stalls in each row of parking, between the hours of 9:00 a.m. and 6:00 p.m. daily, except on Sundays and holidays. APRIL 22, 2014 MAY 13, 2014 FIRST READING SECOND READING PEARL AVENUE LOT 14 -207 14 -230 ORDINANCE CONT'D Remove Therefrom: 90-mi n ute parking, easterly row of stalls between the hours of 9:00 a.m. and 6 :00 p.m. daily, except on Sundays and New Years Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day and Christmas Day. Add Thereto: 2 -hour parking, easterly row of stalls between the hours of 9:00 a.m. and 6:00 p.m. daily, except on Sundays and holidays. STATE STREET PARKING LOT Remove Therefrom: 90- minute parking, between the hours of 9:00 a.m. and 6:00 p.m. daily except on Sundays and holidays for the northern and southern rows of stalls in the eastern section of the lot. Add Thereto: 2 -hour parking, between the hours of 9:00 a.m. and 6:00 p.m. daily except on Sundays and holidays for the northern and southern rows of stalls in the eastern section of the lot. SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 4. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #14 -230 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A -11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS) on May 13, 2014. The ordinance establishes changes in short-term parking in the Library, Otter East, Pearl and State Street Lots. A REQUEST FOR CONVERT FREE PARKING IN THE OTTER EAST LOT FROM 90- MINUTE PARKING TO 2 -HOUR PARKING. A REQUEST FOR CONVERT FREE PARKING IN THE PEARL LOT FROM 90- MINUTE PARKING TO 2 -HOUR PARKING. A REQUEST FOR CONVERT FREE PARKING IN THE STATE STREET LOT FROM 90- MINUTE PARKING TO 2 -HOUR PARKING. These are commission requests. Table lists the utilization of short -term parking spaces in downtown lots. By the commonly accepted definition of parking capacity as 85 percent utilization, none of these lots is at or near capacity for its short -term spaces. Table 1: Utilization of Short -Term Parking Spaces, Spring 2012 90- Minute 2 -Hour Lot Usage Lot Usage Library 62% Division Street 48% Otter East 10% Jefferson 41% Pearl 6% Washington 67% State 7% 400 Block West 36% Otter 65% Algoma 24% Grand 33% Page 12 Explanation of Parking Ordinance Changes It is my understanding that the Parking Utility Commission desires to make all free spaces in the downtown lots consistent with a 2 -hour free parking limit. The Commission voted to convert 90- minute parking in the Algoma and Grand Lots to 2 -hour parking at their September 2014 meeting. Those changes have been implemented, and I am not aware of any negative comments. I did contact the Library Director, and he is in total support of the change to the Library Lot. The other three lots have very low utilization, and I don't believe this change will have any negative impact on the usage of these lots. It is hoped that the change may actually increase usage.
