HomeMy WebLinkAbout06. 14-212 MAY 13, 2014 14-212 RESOLUTION (CARRIED__6-0_____ LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: AWARD BID FOR ¾ TON FULL SIZE CARGO VAN FOR WATER DISTRIBUTION DIVISION TO EWALD CHEVROLET BUICK ($34,565.00) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for a ¾ Ton Full Size Cargo Van for Water Distribution Division; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: EWALD CHEVROLET BUICK 36833 E. Wisconsin Avenue Oconomowoc, WI 53066 Total Bid with Trade: $34,565.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. No. 541-1810-1788-00000 Water Utility – Motor Vehicles TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: April 28, 2014 RE: Bid Award- 3/4 Ton Full Size Cargo Van for Water Distribution BACKGROUND The Common Council allocated $36,500 in the 2014 Major Equipment CIP for a 3/4 ton full size cargo van for the Water Distribution Center. This vehicle is used in the field to repair and maintain water meters and to restore frozen water laterals. The new unit will replace a 2003 Chevrolet van with 106,000 miles that has experienced increasing maintenance costs and down time that have reduced the dependability and availability of this vehicle. ANALYSIS Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals seeking vendors for this unit. A compressed natural gas (CNG) fuel option was also requested for this unit. Bids were posted online on NovusVendor. Bids were received on April 17, 2014. As the attached bid tab reflects, a CNG engine option is available for an additional $12,725 over the gasoline option. Based on current CNG fuel costs (approximately 40% less than gasoline), the Streets Division estimates the CNG option for this unit could realize a payback in less than five years. Based on this payback we recommend the CNG option from Ewald Chevrolet Buick be pursued for this unit. FISCAL EUPACT With trade -in the total fiscal impact of the unit will be $34,565. This item was budgeted in the 2014 Major Equipment CIP at $36,500. Funding for this item would be charged to A/N #: 541- 1810 -1788- 00000. RECOMMENDATION Purchasing recommends the Common Council award this bid to Ewald Chevrolet Buick for $34,565.
