April 17th, 2014

CALL TO ORDER
Chairman Michelson called the meeting to order at 4:10 p.m.
APPROVAL OF MINUTES
Mr. Bellcorelli moved to accept the minutes of the February 20th, 2014 meeting. Ms. Hunt seconded
the motion. Motion carried (4-0).
NEW BUSINESS
1. PRIORITIZATION OF PEDESTRIAN AND BICYCLE RECOMMENDATIONS FOR 2014
Mr. Krumenauer explained the importance of setting 4-5 obtainable goals for 2014 and made the
general recommendation that all portions of chapter eight (Goals and Recommendations) be addressed.
Mr. Krumenauer presented the goal of increased infrastructure on behalf of Mr. Kienert who was not in
attendance.
Mr. Rennert felt the importance of having additional infrastructure
Mr. Bellcorelli agreed with Mr. Rennert.
Mr. Michelson made the suggestion that we start with the first section of chapter eight and continue
with goals from there.
Mr. Rennert made the suggestion that a goal to increase educational resources in the city and provide
informational packets that can be distributed in the city. Mr. Rennert’s goal is consistent with 8.2.1
number 7.
Mr. Bellcorelli suggested resources to talk about round-about safety to bikers and pedestrians and
brought up the idea of inserts in the water bills.
Mr. Krumenauer stated that an insert for the water bill would likely not happen until next year because
of the waiting list for the inserts. He did say that we could make the request this year and be able to
provide an insert in the future.
Mr. Michelson agreed that now might be the right time to look into additional round-about safety.
Ms. Hunt agreed that vehicle awareness and educational resources is a valuable tool to eventually get
the bicycles off of the sidewalk. She expressed that anything that we can do to achieve that goal is her
top priority.
Mr. Krumenauer stated that the first goal is:
Provide bicycle and pedestrian awareness materials that would increase awareness, safety and bicycle
registration.
Committee agreed.
Mr. Bellcorelli made the suggestion to drop the registration fee as a goal. Consensus was that this topic
should be a general discussion item and not a goal for 2014.
Mr. Michelson agreed with the concept but felt that there was too much information still needed before
the topic was discussed.
Mr. Michelson made the suggestion to address item 8.2.3 number 1 and 8.2.3 number 3. He felt that
regular maintenance schedules should be looked at and addressed.
Mr. Krumenauer said that the city doesn’t have an organized plan for bike facilities maintenance or a
scheduled look at the condition of the striping or signage.
Mr. Rennert made the formal request to write the goal as develop new and update existing bicycle
facilities maintenance policies.
Mr. Bellcorelli agreed with the goals and wanted the addition of snow removal and curb cuts to be
added.
Mr. Krumenauer stated that the second goal is:
Develop new and update existing maintenance policies for bicycle and pedestrian facilities.
Mr. Michelson made the recommendation to develop a funding matrix consistent with 8.2.4 number 6.
Committee agreed.
Mr. Krumenauer said the third goal is:
Investigate and develop grant or funding resources that the City of Oshkosh could utilize for additional
facilities.
Mr. Bellcorelli requested that the committee write a goal that bicycle facilities signage be installed on all
existing and future routes as well as develop an updated trail guide. Committee agreed.
Mr. Krumenauer said goal four would be:
Properly sign all existing bicycle routes and develop a new brochure that shows all bicycle and
pedestrian routes/trails in the city area.
2014 Goals:
1. Provide bicycle and pedestrian awareness materials that would increase awareness, safety
and bicycle registration.
2. Develop new and update existing maintenance policies for bicycle and pedestrian facilities.
3. Investigate and develop grant or funding resources that the City of Oshkosh could utilize for
additional facilities.
4. Properly sign all existing bicycle routes and develop a new brochure that shows all bicycle and
pedestrian routes/trails in the city area.
Mr. Rennert moved to accept the goals for 2014 as discussed, Ms. Hunt seconded. (Carried 4-0)
2. RECOMMENDATION TO SUSPEND BICYCLE REGISTRATION FEE FOR THE MONTH OF MAY.
Mr. Krumenauer briefly explained the request to suspend the bicycle registration fees for the month of
May. He stated that the request is consistent with the past request and would be a benefit to the
upcoming bike rodeos in the city.
Mr. Bellcorelli made the recommendation to amend the item to also include the month of June. He felt
that the efforts should be for two months because of council not officially discussing the item until the
May 13th meeting and felt that a longer recess would garner greater support.
Mr. Krumenauer felt that the additional of June would be a better window and that he didn’t see any
issues with other city groups.
Mr. Bellcorelli made a motion to suspend bicycle registration for the month of May with the addition
of June. Ms. Hunt seconded. (Carried 4-0)
STAFF STATEMENTS
3. Update of the Fox Valley Bike Challenge Kickoff Event
Mr. Krumenauer briefly explained the merits of the city promoting the Bike Challenge Kickoff Event.
4. Oshkosh Urbanized Area Metropolitan Planning Organization Technical Advisory Committee
Meeting Update
Mr. Krumenauer talked about the city’s involvement in urbanized area MPO technical advisory
committee and stated that ECWRPC is working on two plans for the city and surrounding municipalities.
5. Resolution 14-110
City passed a resolution to continue overtime funding for bicycle officers.
6. Sawyer Street Bike Lanes
Staff stated that the bicycle and pedestrian advisory committees’ recommendation to add bicycle lanes
on Sawyer Street was laid over by the Traffic Advisory Board. Mr. Krumenauer stated that plan is to still
install bike lanes on Sawyer St. He stated that staff will design the lanes to facilitate the parking concerns
and lanes in one package.
FUTURE ITEMS
Discussion on bike registration fees and possible suspension of $3.00 fee.
ADJOURNMENT
There being no other business to come before the Bicycle and Pedestrian Advisory Committee, and
upon being moved and seconded (Rennert, Bellcorelli), the meeting adjourned at 5:26 p.m.
