A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-
11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING
REGULATIONS ON DESIGNATED STREETS AND ALLEYS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27A -11 of the Oshkosh Municipal Code pertaining to
parking regulations on designated streets and alleys is hereby amended as follows:
A -11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
ALGOMA BOULEVARD
Remove Therefrom: 2-hour parking, south side, from Jackson Street to 60
feet east of Dawes Street between 8:00 a.m. and 6:00
p.m.
Add Thereto: 4 -hour parking, south side, from Jackson Street to 60
feet east of Dawes Street between 8:00 a.m. and 6:00
p.m.. daily except weekends and holidays.
CENTRALSTREET
Remove Therefrom: No parking, west side, from Tennessee Avenue to
Nevada Avenue.
Remove Therefrom: No parking, stopping, standing or waiting, west side,
from 90 feet north of New York Avenue to Tennessee
Avenue.
Remove Therefrom: No parking, stopping, standing or waiting, east side,

SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 3. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #13 -XXX (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTION 27A -11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING
TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS) on May
13, 2014. The ordinance changes parking regulations on Algoma Boulevard, Central
Street, Columbia Avenue, Hamilton Street, Melvin Avenue, Woodstock Street and 8th
Avenue..

A REQUEST FOR NO PARKING ON THE WEST SIDE OF BEECH STREET FROM
BENT AVENUE TO 120 FEET NORTH OF BENT AVENUE. (CURRENT CONDITION:
UNRESTRICTED PARKING.)
The requestor lives at the northeast corner of Beech Street and Bent Avenue. The
driveway for this corner house accesses Beech Street. The requestor reports that cars
parking on the west side of the street sometimes park at the end of the driveway, which
makes it difficult for cars to safely use the driveway on the east side of the street. Part of
the difficulty is that Beech Street is quite narrow for a local street (24 foot paved width,
40 foot right -of -way).
The request would prohibit parking on the west side of the street from across the
driveway, south to Bent Avenue. This is intended to solve the problem while working
within a couple of constraints. First, prohibiting parking only at the end of the driveway
would leave a mid -block parking prohibition that would be relatively unusual.
Prohibiting parking to the corner would be more typical and would line up better with
drive expectations.

Second, on- street parking capacity is somewhat limited, as it is prohibited on the east side
of the street and this is a relatively long block. Making the on- street parking prohibition
too lengthy could create capacity issues elsewhere on the street. Parking is permitted on
both sides of Bent Avenue near Beech Street, which should help absorb parking that may
be displaced due to the reduction in capacity.

SECTION 1: SECTION 27A -11 DESIGNATED PARKING RESTRICTIONS
A REQUEST FOR 4 -HOUR PARKING ON THE SOUTH SIDE OF ALGOMA
BOULEVARD FROM JACKSON STREET TO 60 FEET EAST OF DAWES STREET
BETWEEN 8:00 A.M. AND 6:00 P.M. DAILY EXCEPT WEEKENDS AND HOLIDAYS.

This is a request from the Salvation Army.
There is currently 2 -hour parking in this area, and the time limit has not been a problem
in the past. However, the Police Department, based on a complaint, has started stricter
enforcement. The parking in front of the Salvation Army building is primarily used by
volunteers donating their time to assist this organization. There are some volunteers that
prepare meals and need to park in excess of 2 hours. The parking demand in this area
didn't appear to be that great, and I don't believe a change to 4 -hour parking will have
any negative impact. The proposed change will also allow unlimited parking on
weekends and holidays, which is consistent with the parking regulations to the west of
Dawes Street.

A REQUEST FOR NO PARKING, STOPPING, STANDING OR WAITING ON THE
WEST SIDE OF CENTRAL STREET FROM 91 FEET NORTH OF TENNESSEE
AVENUE TO 90 FEET NORTH OF NEW YORK AVENUE. (CURRENT CONDITION:
NO PARKING, STOPPING, STANDING OR WAITING FROM 90 FEET NORTH OF
NEW YORK AVENUE TO TENNESSEE AVENUE AND NO PARKING FROM

These are requests from Merrill School.
There have been numerous issues at Merrill School with parents attempting to drop -off or
pick -up their children before and after school. There currently isn't a designated loading
zone and parents are using no parking areas, or double parking to load or unload their
students. The Police Department recently ticketed several vehicles due to safety issues,
and the parents need a solution to this ongoing problem. There are also some concerns
regarding the location of employee parking on Central Street.
I have met with the principal and we have developed a plan to alleviate the existing
problems. We are proposing to switch the no parking zone north of Tennessee Avenue
from the west side of Central Street to the east side, and create a loading zone adjacent to
the school grounds, north of Tennessee Avenue. The long term parking on the east side
of Central Street, north of Tennessee Avenue will be shifted to the south of Tennessee
Avenue. This portion of Central Street was "no parking, stopping, standing, waiting
area" and some limited 2 -hour parking. The west side of Central Street from Tennessee
Avenue to New York Avenue will remain a no parking, stopping, standing, waiting zone
and some limited 2 -hour parking. The Police Department has reviewed the plan and
agrees these changes should greatly improve safety in this area.

These items are a request from the City Safety Committee.
The main problem in this area is the turning radius for larger vehicles such as fire trucks
and sanitation vehicles. A citizen request to ban parking on the west side of Hamilton

Street was rejected by the Board in May 2012. I don't believe the current request is
directly related to the previous problem of long term employee parking. This is a safety
issue related to turning movements. It should be noted that it is illegal to park in a T-
intersection, and I have posted temporary signs to remove that problem. I am suggesting
expansion of the no parking zone on the south side of Columbia Avenue by 30 feet to the
east. It was also suggested that parking be removed on the east side of Hamilton Street
from Columbia Avenue to 75 feet north for vehicles turning north onto Hamilton Street.
The actual number of legal parking spaces being removed is four (4), three (3) on
Hamilton Street and one (1) on Columbia Avenue.

FROM GROVE STREET TO OAK STREET ON SCHOOL DAYS BETWEEN 7:00 A.M.

NORTH SIDE OF MELVIN AVENUE FROM HAZEL STREET TO 70 FEET WEST OF
HAZEL STREET. (CURRENT CONDITION: UNRESTRICTED PARKING)
This is a request from Webster Stanley School.
There have been numerous problems reported with the loading and unloading of students
on Melvin Avenue by citizens and the Police Department. There is currently no
designated area for parents to drop -off or pick -up their children and the problem has
created an unsafe situation. I have met with the principal and the Police Department
regarding this issue and we reached an agreement to create a loading zone on the south
side of Melvin Avenue from Grove Street to Oak Street. This will provide approximately
250 feet of loading area. If this area isn't sufficient to eliminate the problem, the school
bus loading zone could be shortened. However, the school didn't want to reduce the bus
loading zone until we see if the problem has been resolved by creating a new loading
zone. It should also be noted that there is a loading zone on Hazel Street south of Melvin
Avenue.
A second concern is the parking near the intersection of Melvin Avenue and Hazel Street.
The width of Melvin Avenue is 30 feet, and with parking on both sides, there is
insufficient space for vehicles to turn off of Hazel Street if there is an eastbound vehicle
stopped at the stop sign on Melvin Avenue and vehicles parked on both sides of Melvin
Avenue. The removal of parking on the north side of Melvin Avenue for 70 feet should
alleviate this problem during congested periods.

This is a request from a citizen.
There is a paved walking path located on Woodstock Street that provides access to Carl
Traeger School. The area near the path entrance is heavily used by parents dropping off
their children in order to avoid the congestion associated with the drop -off area located on
the school grounds. A resident on Woodstock Street reported that parents are parking or
loading directly in front of the curb cut and forcing children to climb over snow banks if
crossing from the east side of Woodstock Street. This area is essentially a crosswalk and
needs to be kept clear of vehicles. It was also stated that loading or unloading in this area
was being done in an unsafe manner. The elimination of parked vehicles in this area
should improve safety at this location.

STREET BETWEEN THE HOURS OF 7:00 A.M. AND 4:00 P.M. ON SCHOOL DAYS.

This is a request from Peace Christian Preschool.
There is currently a loading zone on the south side of 8th Avenue for Peace Christian
Preschool. The school originally felt the loading zone was the correct type of restriction,
but recently the Police Department began ticketing parked vehicles. The problem is that
the parents must take the preschool kids into the school and prepare them for classes.
This can take up to 15 minutes, which violates the purpose of the loading zone. The state
statue (346.53) requires a vehicle be attended by a license driver while engaged in loading
or unloading. I am aware that the Board revised the loading zone definitions at the
November 2013 meeting, but after talking with the Police Department we would like to
take a closer look at the new definitions as they pertain to enforcement.
The school believes a 15- minute parking zone between the hours of 8:00 a.m. and 4:00
p.m. on school days would be appropriate for this area. A 15- minute parking zone could
also be used by Peace Lutheran Church and the small grocery on the corner of 8th Avenue
and Minnesota Street.
