PURPOSE: APPROVE WAIVER FOR CAVANAUGH’S CARRIAGES TO ALLOW
HORSES IN THE CITY THRU DECEMBER 31, 2014
INITIATED BY: CAVANAUGH’S CARRIAGES (Applicant)
WHEREAS, the City of Oshkosh Municipal Code section 6-6 prohibits the bringing or
keeping of horses into the City; and
WHEREAS, Cavanaugh’s Carriages is in the business of providing horse drawn
carriage rides and has requested a waiver from this ordinance for the purpose of bringing
horses into the City for carriage rides on a temporary basis during the remainder of 2014 for
weddings and other private events.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that Cavanaugh Carriages is hereby granted a waiver from the prohibition on
bringing or keeping horses in the City of Oshkosh until December 31, 2014 with the following
conditions:
1) Cavanaugh’s Carriages shall file with the City Clerk proof of insurance with
such amounts as acceptable to the City Attorney.
2) Cavanaugh’s Carriages shall obey all traffic and ordinance regulations,
including those regulations applicable to slow-moving vehicles and parking.
3) Cavanaugh’s Carriages shall be responsible for the immediate clean up and
proper disposal of any waste or litter attributable to their operations.
4) Cavanaugh Carriages shall notify the Oshkosh Police Department at least 3
business days in advance of those dates and times that it anticipates operating
within the City and shall provide the location of the operations and any other
information deemed relevant by the Police Department.
5) The horses shall only be allowed in the City during the event, reasonable set up
and clean up and during transport and shall not remain in the City overnight.

Once again Cavanaugh's Carriages is asking for a waiver to be able to bring horse and
carriage into the city of Oshkosh until December 31, 2014.
We were allowed to do this last year and we are hoping that we will not have a problem
getting a waiver again this year.
