PURPOSE: ESTABLISH ALTERNATE TRUCK ROUTE FOR CLOSURES OF
NORTH MAIN STREET FOR SPECIAL EVENTS DURING BOWEN
STREET RECONSTRUCTION
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City of Oshkosh has previously designated Bowen Street from Ceape
Avenue to the north city limits and Main Street from Fond du Lac Road to New York Avenue
as Truck Routes; and
WHEREAS, Bowen Street is scheduled for reconstruction during 2014 and is closed to
through traffic from East New York Avenue to East Murdock Avenue; and
WHEREAS, the posted detour truck route for Bowen Street during reconstruction uses
Murdock Avenue, Harrison Street, North Main Street and either Ceape Avenue or Otter
Avenue; and
WHEREAS, there are a number of special events that close portions of North Main
Street within the downtown area requiring an alternate truck route to be designated for the
truck detour during the closure of North Main Street for those events; and
WHEREAS, other unexpected events may require the temporary closure of Main
Street; and
WHEREAS, designating an alternate detour truck route for the purpose of all events
that require closing of North Main Street during the period of time Bowen Street is being
reconstructed is the most efficient and consistent method to deal with these types of requests.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that Irving Avenue from Bowen Street to North Main Street is hereby designated as
an alternate truck route for truck traffic detoured during the Bowen Street Reconstruction
when North Main Street is temporarily closed to traffic for special events or other purposes.
This alternate route shall only be designated and used during the period while Bowen Street
is under construction and a portion of North Main Street is closed pursuant to an emergency,
by direction of the Public Works Director or other city official pursuant to their official duties,
or pursuant to a special event permit or other permission issued by the Common Council.
BE IT FURTHER RESOLVED that this Resolution shall be in force and effect only
during the period during which Bowen Street is under construction and shall repeal without

RE: Alternate Truck Route for Special Events
BACKGROUND
Due to construction on Bowen Street, Bowen Street is closed to through traffic from East New York Avenue
to East Murdock Avenue. Bowen Street is a designated truck route. The closure of Bowen Street has
required a detour of the truck route. The posted detour route uses Murdock Avenue, Harrison Street, North
Main Street, and either Ceape Avenue or Otter Avenue.
When Main Street is closed for special events, the posted truck detour route will need to be modified.
ANALYSIS
The limited number of designated truck routes in the area and the different sections of Main Street that may
be closed makes selecting and signing an alternate route on existing designated truck routes very difficult. In
addition, an alternate route using existing designated truck routes will take vehicles a significant distance
away from the area, likely resulting in trucks using streets that are not designed to handle these loads.
West Irving Avenue from Bowen Street to North Main Street is not a designated truck route. The street was
reconstructed in 2012 and was built to accommodate truck traffic. Signing West Irving Avenue as a truck
route will provide a direct connection back to an existing designated truck route.
This route will only be needed when Main Street is closed for a special event. Typically, the West Irving
Street route will be signed from the night prior to the event until the morning after the event.
FISCAL IMPACT
The cost of setting up and taking down the temporary detour signage is estimated to be approximately
$1,000 to 1,600 per weekend.
RECOMMENDATIONS
I recommend allowing West Irving Avenue, from Bowen Street to North Main Street, to be an alternate truck
route for Bowen Street during closures of Main Street only.
