UPDATE ON SOUTH SHORE REDEVELOPMENT ACTIVITIES
Status of Boatworks Property and Riverwalk
The contractor is mobilizing for the final structure demolition. The bridge spans to the island have
been ordered and are being prefabricated. The project is still on schedule for completion in 2014.
The additional funding available from WisDNR appears to meet the budget for the bathroom/shelter, a
parking lot, a connection to the neighborhood to the south, and preparation work for a kayak/canoe
launch. Park Director Maurer continues to work with Fox River Heritage to obtain a donated ADA
accessible kayak/canoe launch. Staff hopes to incorporate these projects into the existing
construction contract after WisDNR issues the final approvals for the eligible projects and the
additional $363,000 in WisDNR grant funding.
Status of the Morgan District (Jeld-Wen) Riverwalk
The property owners have donated the land necessary for the riverwalk to be extended east of the
Oregon Street Bridge to the Dockside Tavern. The property owners have developed preliminary
plans for new commercial uses for the site, and hope to begin construction in 2014.
Staff submitted additional grant applications in 2013 for the riverwalk, and WisDNR is planning to
grant the City $963,000 towards the total $2,200,000 project. This project would be a 2015
construction season project. City Council would include the City’s matching funds in the 2015 CIP.
Staff is working with the consulting engineer to obtain the permits necessary for the project. The
project will likely be bid in the winter of 2014-2015.
Award Professional Service Agreement with Environmental Management & Testing Services
(EMTS) LLC for Pre-Demolition Asbestos Surveys
Staff recently worked with the City’s Purchasing Department to issue a Request for Proposals for Pre-
Demolition Asbestos Surveys that the RDA is required to perform prior to demolishing buildings. The
City received 6 proposals and reviewed the proposals on the proposer’s education, experience, ability
to perform the work, and costs. Based on the proposals submitted, staff selected Environmental
Management and Testing Services (EMTS) of Oshkosh for this professional service agreement.
Staff has also started the same RFP process for Phase 1 Environmental Assessments.
