(Total aggregate amount of $335,521.00) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for a new Tandem Axle Truck Chassis with Jetter Vac for the Wastewater Utility Division; and WHEREAS, upon the opening and tabulation of bids, it appears that the following are the most advantageous bids: Tandem Axle Truck Chassis 2015 Western Star 4700SB: QUALITY TRUCK CARE CENTER INC. 5725 Green Valley Road Oshkosh, WI 54904 Bid without Trade: $102,353.00 Jetter Vac Vactor 2100 Plus: BRUCE MUNICIPAL EQUIPMENT N60W15835 Kohler Lane Menomonee Falls, WI 53051 Bid with Trade: $253,168.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bids are hereby accepted and the proper City officials are hereby authorized and directed to enter into appropriate agreements for the purpose of same, all according to plans, specifications, and bids on file. Box 1130 Oshkosh, Wisconsin 54903 -1130 City of Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: March 31, 2014 RE: Bid Award for Tandem Axle Truck Chassis with Jetter Vac for Wastewater Division BACKGROUND The Common Council approved $375,000 in the 2014 CIP to purchase a tandem axle truck chassis with Jetter Vac for our Wastewater Utility. The unit will replace a 2002 Sterling chassis with a Clean Earth Jetter Vac that is used year -round for addressing clogs and performing regular maintenance for both the sanitary and stormwater mains. With Clean Earth no longer in business it has become a challenge to find replacement parts for the current unit. In addition, the parts and maintenance costs to keep the unit operational are now exceeding the value of the unit. The new unit will have improved performance ability and reliability and will come with a one year full warranty and a five year pump warranty. The new unit will be the same manufacturer of the other 2008 current unit in the City's inventory which will allow for interchangeability of parts, operational uniformity a reduction of parts inventory needs. ANALYSIS Working with the Central Garage Supervisor, Purchasing created bid specifications for both the tandem axle truck chassis and the Jetter Vac that when combined, complete this unit. Bids were posted online on NovusVendor. Bids were due March 11, 2014. The bid tabulations for the chassis and Jetter Vac are attached. Staff review of the chassis bids concluded the low bid from Quality Truck Care Center Inc. met the minimum specifications. Staff review of the sole bid received for the Jetter Vac from Bruce Municipal Equipment met the minimum bid specifications. FISCAL IMPACT Staff concluded that with trade -in the Jetter Vac from Bruce Municipal Equipment ($253,168) and the chassis from Quality Truck Care Center Inc. ($102,353) was the lowest price to make this unit with a total cost of $355,521. This item was budgeted in the 2014 CIP major equipment replacement at $375,000. Funding for this item would be charged to AN #: 551 - 1910 - 1788 - 00000. RECOMMENDATION Purchasing recommends the Common Council award the chassis bid to Quality Truck Care Center Inc. for $142,353 and the Jetter Vac bid to Brace Municipal Equipment for $253,168.
