The general area is characterized as mixed use commercial and light industrial containing a mixture of older uses developed in the town and newer development developed after annexation to the City. The subject property is the location of the former Sunset Elementary School that was closed several years ago and sold to the petitioner who now operates a contractor's yard on the site for which a CUP/PD was granted in 2005. The petitioner subsequently received approval to develop a warehouse and distribution center on the northern portion of the site in 2006. An original request to have three model homes and a new entrance and parking area was laid over from the October 1, 2013 Plan Commission meeting so the applicant could provide needed information and the petitioner subsequently altered the development proposal to include the display of only a single model home. ANALYSIS The petitioner is requesting to further develop his property by adding manufactured homes sales and display on the southern portion of his site. The proposal is to move an existing outdoor storage fence to the east and pour a concrete pad where a model home will be placed for display and sale. The operation plan is that a model home will rotate in and out of the site as sold or replaced with a different model. The model home will not be hooked up to utilities other than electrical service for lighting purposes. Staff feels that the addition of the model home display and sales will not be detrimental to the area with the recommended conditions of approval including the requirement to re -turf the gravel area that was formerly outdoor storage surrounding the model homey place the model home on a concrete pad and that a grading and drainage plan for the new development area be approved by the Department of Public Works. The Plan Commission added a recommended condition that additional landscaping be placed in the vicinity of the model home. Should the developer desire to expand the use at a later date, an amendment would be necessary through the planned development process. FISCAL IMPACT None anticipated other than the development value of the use being added to the property tax roll. RECOMMENDATION The Plan Commission recommended approval of this request at its April 1, 2014 meeting. Approved City Ma alter ITEM: PLANNED DEVELOPMENT APPROVAL TO PERMIT MANUFACTURED HOME SALES AND DISPLAY AT 3595 STEARNS DRIVE Plan Commission meeting of April 1, 2014 This request was laid over from the October 1, 2013 Plan Commission meeting to require the applicant to submit a landscaping plan for the development. The applicant has now significantly changed the development proposal and is now requesting approval. GENERAL INFORMATION Petitioner /Owner: Dan Dowling Action(s) Requested: The petitioner is requesting Planned Development approval to operate a manufactured housing sales and outdoor display operation on undeveloped portions of the property at 3596 Stearns Drive. Specifically, the petitioner is now requesting to display one (previously three) manufactured home on the property for sale purposes. Applicable Ordinance Provisions: Criteria used for evaluation of Planned Developments are located in Section 30- 33(E)(3) of the Zoning Ordinance. The proposal is to move the fenced -in storage area to the east in line with the east building facade and pour a concrete pad in the gravel portion of storage area and place one manufactured home on the pad. Customers would park in the existing parking lot to the north and access the model home through the existing building and offices. The business operation is that model homes will rotate in and out of the site as they are sold or if there is no interest in a particular model after about a 6 month time frame it will be replaced with a different model. The homes will not be hooked up to utilities other than electrical for lighting purposes. The petitioner is currently working with Wisconsin Homes Inc. (www.wisconsinhomesinc.com), the manufacturer of the model homes that will be placed on the site. Included with the staff report is a picture of the current model that will be placed on the site. The proposed development is similar in . concept to Design Homes in Fond du Lac that is located proximate to US 41 that has been in operation for about 20 years with the noted exception that this proposal is less intensive with there being only one home being proposed at this time. This differs quite significantly from the previous proposal that the Plan Commission laid over that identified three models being created on a "cul de sac" style road to create the feeling of a small subdivision. The applicant has significantly scaled back his development plans due in part to the high up front start up costs with the previous three model homes, street, and site improvement costs with no real idea as to how successful the operation will be so he would now like to start with one model home and hopefully come back in the future to expand the site as previously proposed. Putting one model home in the previous outdoor storage area would not seem to be detrimental to the area. The Plan Commission previously had concerns regarding landscaping but the proposal has now changed enough that it would be appropriate to consider the existing landscaping that is already in place along the front property line that includes a significant amount of deciduous and evergreen trees where the model home will be displayed in a gap in that landscaping. A condition being recommended is to re -turf the gravel area around the model. home to improve the look overall look of the site. Given the mixed use nature of development in this area, staff does not feel the proposed use will be detrimental to existing or planned uses in the area if conditions are in place to address aforementioned concerns. Furthermore, the elimination of part of the outdoor storage yard in favor of the new development should improve the overall look of the site from adjacent properties and the road. Should the developer be successful and want to expand the site for additional model home sales, an amendment will have to be granted through the planned development process. Item -PD Home Sales & Display /3596 Stearns 2 RECOMMENDATION /CONDITIONS Staff recommends a finding that the Development Plan is in keeping with the standards of the Planned Development Overlay District, Section 30 -33 of the Zoning Ordinance, and the CUP standards, Section 30 -11 of the Zoning Ordinance and be granted with the following conditions: 1) Grading and drainage approval by the Department of Public Works for the new development area. 2) Model home to be placed on hard surfaced concrete pad to be approved by the Inspections Division. 3) Former gravel storage yard area to be re- turfed with grass. 4) Model home to be placed in full contact with the pad. The Plan Commission approved of the planned development as requested with conditions noted. The following is the Plan Commission's discussion on this item. Mr. Buck presented the item, which originally came before the Plan Commission in 2013, requesting approval for display of three model homes which was subsequently laid over by the Commission for the submission of landscaping plans. He reviewed the site and surrounding area as well as the zoning classifications and land uses in the area. He also reviewed the original site plan and the revised version as well as photos of the subject site. The photos depicted the landscaping currently existing on the site and Mr. Buck discussed how the site would function with the new operation. He also discussed that the outdoor storage area would be less visible from the highway with this reconfigured plan and reviewed elevations for the model home and a photo of the home to be displayed initially. He also reviewed the conditions recommended for this request. Mr. Borsuk inquired if there was any information regarding the building materials for the fencing. Mr. Buck indicated that the petitioner was proposing to use the existing solid cedar fence that was currently on the site. Mr. Borsuk questioned if the petitioner proposed to install any landscaping around the model home. Mr.. Buck responded negatively and stated that there was existing landscaping on the site but that the conditions were requiring that the gravel storage yard area being redeveloped be re- turfed with grass. Ms. Propp inquired if there would be grass area around the model home. Mr. Buck responded affirmatively. Mr. Cummings questioned if there was any information submitted regarding signage for the site. Mr. Buck replied that signage had not been discussed and any proposed signage for the site would be required to meet code standards for the C -2 district. Item -Pb Home Sales & Display/3596 Stearns 3 Mr. Bowen asked to confirm that customers will be accessing the existing parking lot for the site and going through the building to access the model home area and that they would not be parking on Stearns Drive to view the home. Mr. Buck responded affirmatively and stated that there would be no parking on Stearns.Drive for that purpose. Dan Dowling, 3596 Stearns Drive, stated that he was present for any questions. Mr. Borsuk inquired if current access to the enclosed outdoor storage yard would be gated. Mr. Dowling responded affirmatively and stated that the storage area is and would remain fully enclosed. Mr. Borsuk questioned if the petitioner would have any objections to have additional landscaping placed around the model home. Mr. Dowling responded that he would not object. Mr. Borsuk requested to add an additional condition to this request to require landscaping to be installed around the model home display to the satisfaction of the Community Development Department. Motion by Borsuk to approve the planned development to permit the proposed manufactured home sales and display at 3596 Stearns Drive with the following conditions: 1) Grading and drainage approval by the Department of Public Works for the new development area. 2) Model home to be placed on hard surfaced concrete pad to be approved by the Inspections Division. 3) Former gravel storage yard area to be re- turfed with grass. 4) Model home to be placed in full contact with the pad. 5) Additional landscaping is provided around model home with approval of the Department of Community Development.
