PURPOSE: AUTHORIZE GRANT APPLICATION TO THE WISCONSIN
DEPARTMENT OF NATURAL RESOURCES FOR URBAN
NONPOINT SOURCE AND STORM WATER MANAGEMENT
GRANT PROGRAM FOR THE WASHBURN STREET-
WESTOWNE AVENUE AREA STORM WATER QUALITY
DETENTION BASIN
INITIATED BY: PUBLIC WORKS DEPARTMENT
WHEREAS, the Wisconsin Department of Natural Resources administers the
Urban Nonpoint Source and Storm Water Management Grant Program for planning and
implementing storm water management facilities to control the amount of pollutants that
discharge to waters of the State; and
WHEREAS, the City of Oshkosh has previously received a construction grant
under this program to partially fund the construction of other storm water management
facilities in the City; and
WHEREAS, additional funding is available under this program.
NOW, THEREFORE, BE IT RESOLVED that the City of Oshkosh has budgeted
a sum sufficient to complete the project.
BE IT FURTHER RESOLVED that the proper City officials are authorized and
directed to execute any and all documents required for purposes of the same, and are
further authorized and directed, if said grants are awarded to accept such funds,
pursuant to the terms of the grant application.

RE: Authorize Grant Application to the Wisconsin Department of Natural Resources for
Urban Nonpoint Source and Storm Water Management Grant Program for the
Washburn Street - Westowne Avenue Area Storm Water Quality Detention Basin
BACKGROUND
The Wisconsin Department of Natural Resources administers the Urban Nonpoint Source and Storm
Water Grant programs. These programs offer financial assistance to local units of government for
planning and implementing storm water management facilities to control the amount of pollutants that
discharge to waters of the State. The City of Oshkosh has previously received planning level and
construction grants under this program.
ANALYSIS
The current construction grant application will assist the City of Oshkosh in implementing storm water
pollution reduction features in the Washburn Water Quality Detention Basin area. The water quality
features are estimated to remove approximately 10.3 tons per year of sediment from the storm water
runoff. The Washburn Water Quality Detention Basin is currently planned for construction in 2015.
FISCAL IMPACT
The approval of this resolution allows staff to submit the grant application, which if awarded, will reduce
the City cost of the project. The grant program reimburses municipalities 50% of their costs, up to a
maximum of $150,000.
RECOMMENDATION
Staff recommends approval of the resolution.
