HomeMy WebLinkAbout06. 14-147 APRIL 8, 2014 14-147 RESOLUTION (CARRIED___7-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVAL OF PROFESSIONAL SERVICES AGREEMENT WITH MOSS & ASSOCIATES, LLC FOR RIGHT-OF-WAY ACQUISITION SERVICES FOR THE RECONSTRUCTION OF NORTH MAIN STREET ($80,000) INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to enter into and take those steps necessary to implement an appropriate professional services agreement with Moss & Associates, LLC for right-of-way acquisition services for the reconstruction of North Main Street from New York Avenue to Murdock Avenue in the amount of eighty thousand dollars ($80,000). Gohde, Assistant Director of Public Works 7_:�f DATE: April 3, 2014 RE: Professional Services Agreement for Right -of -Way Acquisition Services for the Reconstruction of North Main Street 1 Moss & Associates, LLC ($80,000) BACKGROUND The Department of Public Works requested a proposal for right -of -way acquisition services for the reconstruction of North Main Street from New York Avenue to Murdock Avenue. The reconstruction of North Main Street is partially funded through the Wisconsin Department of Transportation's (WDOT) Surface Transportation -Urban program. Therefore, these services must be provided by a State - approved consultant. ANALYSIS Engineering staff requested a proposal from Moss & Associates, LLC. They were selected because they were approved by the State and have worked successfully on behalf of the City on several previous acquisition projects. FISCAL, IMPACT The cost of the proposal selected is $80,000. The proposal includes costs for both the Negotiator /Project Manager for $54,000 and a subcontracted Appraiser for $26,000. The Appraiser fee assumes 10 parcels that require appraisals and five hours of court time. There are approximately 90 properties within the project limits. Funding is available from unallocated funds to be reimbursed by the WDOT for a previously completed Local Road Improvement Program project. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature may be procured without the use of formal, sealed quotes. I have reviewed the proposal and in accordance with Section 12 -16 of the Code, I am hereby recommending that the Common Council approve this agreement.
