PURPOSE: APPROVE PROFESSIONAL SERVICE AGREEMENT WITH
EXPLORER SOLUTIONS INC. TO UNDERTAKE AEROSPACE
CLUSTER STUDY FOR AVIATION BUSINESS PARK ($184,200)
INTIATED BY: COMMUNITY DEVELOPMENT
BE IT RESOLVED by the Common Council of the City of Oshkosh that the
proper City officials are hereby authorized to enter into and take those steps necessary
to implement an appropriate professional service agreement with Explorer Solutions Inc.
in the amount of $184,200 to undertake an aerospace cluster study to further plan,
develop and market an aerospace and aviation market niche for Oshkosh and Wittman
Regional Airport.

to Undertake Aerospace Cluster Study for Aviation Business Park ($184,200)
BACKGROUND
In March, 2013, the City of Oshkosh and Winnebago County partnered to purchase 80 acres
of land for the Aviation Business Park (TID #26). Working with East Central Wisconsin
Regional Planning Commission, Winnebago County and Chamco, the City was awarded a
$211,000 grant from the Department of Defense (DoD) to further plan, develop and market
an Aerospace and Aviation market niche that best fits with Oshkosh and Wittman Field.
The Request for Proposals (RFP) was solicited on February 26,2014 and proposals were
due on March 12, 2014. Proposals were received from two consulting firms. The planning
and market research services were proposed to be completed in 16 months.
Explorer Solutions was selected based on their strong experience with other successful
Aerospace Cluster studies, other airport development projects, the availability of experienced
staff to perform the work as proposed, the detailed scope of services they proposed and their
proposal was within the budgeted amount of funds available through the DoD grant.
One added factor in Explorer Solutions experience was their extensive connections to the
aerospace and aviation industry and their ability to gather potential investors for an
Aerospace /Aviation market niche best suited to Oshkosh and Wittman Field.
FISCAL IMPACT
Explorer Solutions submitted a lump -sum cost of $184,200 for their services. Explorer
Solutions' services will be paid from the DoD grant. Both City and Chamco staff time will be
counted as matching funds for the DoD grant.
