PURPOSE: APPROVAL OF PROFESSIONAL SERVICES AGREEMENT WITH
STRAND ASSOCIATES, INC FOR ENGINEERING DESIGN
SERVICES FOR AVIATION BUSINESS PARK ($260,000.00)

BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with Strand Associates, Inc. for
design services related to Aviation Business Park in the amount of two hundred sixty
thousand dollars ($260,000.00).

RE: Approve Engineering Services Agreement for Aviation Business Park
Strand Associates Inc. ($260,000)
In March, 2013 the City of Oshkosh and Winnebago County partnered to purchase 80 acres of
land for the Aviation Business Park (TID #26). Working in conjunction with Community
Development and Public Works staff, the Purchasing Division prepared a request for proposal
(RFP) seeking firms to provide the necessary engineering services to design the park's public
improvements including sanitary sewer, water main, street and stormwater improvements.
The design services also included obtaining permits for the improvements, coordinating all
Economic Development Administration (EDA) grant documentation and preparing the design
and specifications for bidding the project out to construction firms this coming summer.
Construction groundbreaking is expected near the EAA AirVenture timeframe with completion
expected by summer of 2015.
The RFP was solicited on January 27, 2014 and proposals were due on February 25, 2014.
Proposals were received from four engineering firms. Strand Associates, Inc. was selected based
on their strong experience with other successful EDA - funded projects, the timeline for the design
they proposed, the availability of staff to perform the work as proposed, and the detailed scope of
services they proposed that included elements to comply with EDA regulations. Strand
Associates Inc. submitted a not -to- exceed cost of $260,000 for their services.
Strand Associates Inc.'s services will be paid by both the City and the EDA grant out of the 2014
CIP project budget of $4.6 million. The proposed Strand Associates Inc.'s contract is under
budget for the design phase of the project. The City will likely go through an RFP process for
construction observation services once the design is substantially completed. Costs for this
engineering services agreement will be funded through A/N #: 504 -1040- 6401- 00000.
