($39,963.00) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for a zero-turn riding rough mower for Lakeshore Municipal Golf Course; and WHEREAS, the following is the only responding, qualifying bid: JW TURF, INC. 14N937 US Hwy 20 Hampshire, IL 60140 Total Bid with Trade: $39,963.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. No. 517-0630-1786-00000 Golf Course Fund – Other Equipment TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: March 17, 2014 RE: Bid Award for Zero -Turn Riding Rough Mower — LMGC BACKGROUND The Common Council approved $40,000 in the 2014 CIP for the Lakeshore Municipal Golf Course (LMGC) to purchase a zero -turn riding rough mower. The new mower will replace a 2002 tractor -drawn rotary mower that is very slow and cumbersome to utilize and has become too costly to continue to maintain. ANALYSIS Because this unit is responsible for all rough mowing needs for LMGC, staff concluded the unit should have both zero -turn capability (to maximize efficiency and maneuverability) and an articulating flex deck (to provide improved cutting capability and more effective leaf mulching). LMGC staff test drove rough mowers from four manufacturers including John Deere, Toro, Lastec and Jacobsen. Lastec was the only manufacturer that produced a rough mower with zero -turn capability and an articulating flex deck. However, to ensure that no rough mowers were left out of the bidding opportunity it was decided to solicit bid specifications listing the minimum requirement for this mower. FISCAL LWPACT With trade -in the zero -turn riding rough mower will have a fiscal impact of $39,963. This item was budgeted in the 2014 CIP major equipment replacement at $40,000. Funding for this item would be charged to A/N #:517- 0630 -1786- 00000. RECOMMENDATION Purchasing recommends the Common Council award the bid to JW Turf Inc. for $39,963.
