PURPOSE: APPROVAL OF ENGINEERING SERVICES AGREEMENT WITH
CH2M HILL ENGINEERS, INC. FOR ASSISTANCE WITH
IMPLEMENTATION OF THE WASTEWATER COLLECTION
SYSTEM SEWER EVALUATION-CAPACITY ASSURANCE PLAN
(SECAP) AND CAPACITY-MANAGEMENT-OPERATION-
MAINTENANCE (CMOM) PLAN IN THE AMOUNT OF $199,000.00

BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with CH2M HILL Engineers,
Inc. for assistance with implementation of the Wastewater Collection System Evaluation-
Capacity Assurance Plan (SECAP) and Capacity-Management-Operation-Maintenance
(CMOM) Plan in the amount of one hundred ninety-nine thousand dollars ($199,000.00)

Management-Operation-Maintenance (CMOM) Plan 1

BACKGROUND
On October 13, 2011, the City entered into an agreement with the Environmental Protection Agency
(EPA) that required development and submittal of a Sewer Evaluation and Capacity Assurance Plan
(SECAP) and a Capacity, Management, Operation, and Maintenance (CMOM) Plan for the City's
wastewater collection system. The draft plans were prepared by CH2M HILL and were submitted to the
EPA for review and comment in January of 2012. Upon receipt of the EPA's comments on the draft
plans, revisions were made to these plans and the final versions of these plans were submitted to the
EPA in August of 2013 for further review.
With regards to the CMOM plan, the EPA requested more details and explanation of the planned
maintenance program for the sanitary sewer collection system. Also, the Wisconsin Department of
Natural Resources has also implemented a new State CMOM program that has specific requirements that
will need to be integrated into the City's CMOM plan.
EPA comments on the SECAP plan included a recommendation that consideration be given to looking at
a higher level of service than a five-year storm. Updates to both of these plans are required to be
submitted to the EPA by September 1, 2014.
ANALYSIS
CH2M HILL has been providing engineering services for the analysis and development of the CMOM and
SECAP plans in order to comply with the EPA agreement. The work in this agreement for the CMOM plan
includes reviewing past maintenance practices and providing documentation and justification for planned
maintenance frequencies, customer call documentation procedures, training on Sanitary Sewer Overflow
procedures, and program outreach to sanitary districts that discharge to the City sanitary sewer system.
For the SECAP plan, tasks include updating the sanitary sewer collection system model to address the
higher level of service recommendation, on-call collection system support for flow monitoring, and the
evaluation of specific collection system issues identified throughout this year.
FISCAL IMPACT
This agreement is for $199,000. $225,000 is available in the 2014 Wastewater Utility Operating Budget
for these activities.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal sealed
quotes. I have reviewed the CH2M HILL agreement and in accordance with Section 12-16 of the Code,
am hereby recommending that the Common Council approve this engineering services agreement.
