PURPOSE: AWARD BID FOR 5.11 TACTICAL SERIES UNIFORMS FOR FIRE
DEPARTMENT (PER PRICES ON ATTACHED BID TAB)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for 5.11 Tactical
Series Uniforms for the Fire Department for the years 2014-2016; and
WHEREAS, upon the opening and tabulation of bids, the following is the only bid:

WHEREAS, this bid meets the minimum specifications and staff has reviewed the bid
and recommends its acceptance.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Bid Award- 5.11 Tactical Series Uniforms for Fire Department
BACKGROUND
This bid addresses uniform replacements as needed per union contract for Fire
Department personnel. The bid requested 2014-2016 pricing (with the option for two,
one-year renewals) for 5.11 Tactical Series uniform specifications for polo shirts, job
shirts, tee shirts,pants and coats.
ANALYSIS
Working in conjunction with the Fire Department, the Purchasing Division reviewed and
developed bid specifications. Bids were advertised in the local Per

N vusVe dor a nd sent to 5.11 Tactical Series vendors. Bids were due February 19, 2014
and one vendor responded to the bid solicitation. The bid tabulation is attached. Staff
review of the sole bid (Oshkosh Fire & Police) concluded it met the minimum bid
specifications. The bid will see an overall price increase of approximately 8% from
2011-2013 pricing. However we are pleased to note the 2014-2016 bid prices will
remain the same for all three years.
FISCAL IMPACT
Fiscal impact estimates for the 5.11 Tactical Series uniforms are on the attached bid tab.
Funding for these uniform needs will be from the Fire Department's operating budget
account: 100-0230-6503-00000. This account has $24,000 allocated in the 2014 budget.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Oshkosh Fire & Police
per prices on the attached bid tab.
