Rohloff, City Manager DATE: February 20, 2014 RE: Engineering Services Agreement for Design, Bidding, Permitting, Environmental, and Construction Oversight for the Proposed Marion Road Storm Sewer Outfall/ AECOM Technical Services, Inc. (AECOM) ($67,024) The Department of Public Works has requested a proposal from AECOM for environmental and engineering services related to design, bidding, permitting, and construction oversight for the proposed Marion Road storm sewer outfall. The purpose of the proposed storm sewer is to provide relief on the existing Marion Road storm sewer system and provide a storm sewer connection for the redevelopment along the riverfront. AECOM was selected due to their significant site development and environmental experience related to the Marion/Pearl Redevelopment Area. The cost of the proposal is $67,024. This project was not included in the 2014 Capital Improvements Program (CIP). Funding for the project is available in the Storm Water Utility section of the 2014 CIP as a result of favorable bids on other projects. Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the proposal and in accordance with Section 12-16 of the Code, I am hereby recommending that the Common Council approve this agreement. Approved, Mark A.
