HomeMy WebLinkAbout16. 14-78 FEBRUARY 25, 2014 14-78 RESOLUTION (CARRIED___6-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE PURCHASE OF VEHICLES FOR POLICE DEPARTMENT FROM EWALD’S HARTFORD FORD ($185,435.00) INITIATED BY: PURCHASING DEPARTMENT WHEREAS, the Police Department has determined a need to purchase new vehicles which include: six Ford Interceptor Sedans (Patrol Division); one Ford Fusion (Investigative Services Bureau); and one Ford Transit Connect (Community Services Operations); and WHEREAS, by participating through the State of Wisconsin Cooperative Purchase program, staff was able to obtain a more competitive price; and WHEREAS, Section 12-15 of the City of Oshkosh Municipal Code provides that purchases may be done without the use of formal sealed quotations or bids pursuant to a contract with any other local, state or federal governmental unit or agency; and WHEREAS, Ewald’s Hartford Ford holds the State of Wisconsin’s Department of Administration contract for Law Enforcement Vehicles. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-15 of the Oshkosh Municipal Code to purchase the above mentioned vehicles from: EWALD’S FORD 5788 Hwy 60E Hartford, WI 53027 Total: $185,435.00 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. No. 100-0211-7210-00000 General Fund – Police Department – Motor Vehicles CITY HALL 215 Church Avenue P.O.Box 1130 Oshkosh,Wisconsin 54903-1130 City of Oshkosh OfHKOIH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: February 18, 2014 RE: Approve Purchase Pursuant to State of Wisconsin Cooperative Purchase for Police Vehicles-Police Department($185,435) BACKGROUND In the 2014 Police Department operating budget the Common Council allocated $192,600 for the purchase of police vehicles. The Police Department has determined the following vehicles models will address this year's needs: six Ford Interceptor Sedans (Patrol Division); one Ford Fusions (Investigative Services Bureau) and one Ford Transit Connect (Community Services Operations). ANALYSIS Purchasing has determined that Ewald's Hartford Ford holds the State of Wisconsin Department of Administration contract (#15-07006-201) for Law Enforcement Vehicles. The state contract price for these 8 vehicles is $185,435. The state contract does not offer a CNG option for the Interceptor model and the CNG option for the Ford Fusion and Ford Transit is not operationally feasible for the Police Department's needs. FISCAL IMPACT Funding for this purchase is included in the 2014 Police Department operating budget. Funding would be charged to A/N#: 100-0211-7210-00000. RECOMMENDATION Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative purchases pursuant to a contract with any other local, state or federal governmental unit or agency may be made without following a competitive bidding or quotation process. In accordance with Section 12-15 of the Municipal Code and with approval by the City Manager, Purchasing recommends the Common Council approve this purchase pursuant to the State of Wisconsin Cooperative Purchase for Law Enforcement Vehicles for eight vehicles for the Police Department to Ewald's Hartford Ford, 36833 E.
