PURPOSE: AWARD BID FOR ZERO TURN RIDING TRACTOR FOR PARKS
DEPARTMENT TO RENDERS, INC. ($51,905.28)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for a zero turn
riding tractor for the Parks Department; and
WHEREAS, the following is the only responding, qualifying bid:

Total Bid with Trade: $51,905.28
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Bid Award- Zero-Turn Riding Tractor for Parks Department
BACKGROUND
The Common Council approved $52,000 in the 2014 CIP for the Parks Department to
purchase a commercial zero-turn tractor. The tractor will come equipped for both turf
and snow removal operations and will allow the Parks Department to improve efficiency
in mowing, mulching and snow removal applications with one multi-seasonal unit.
ANALYSIS
Working in conjunction with the Parks Departments, the Purchasing Department
reviewed and developed bid specifications. Bids were advertised in the local paper and
posted online on NovusVendor. Bids were due February 14, 2014 and one vendor
responded to the bid solicitation. The bid tabulation is attached. Staff review of the sole
bid (Reinders, Inc.) concluded it met the minimum bid specifications.
FISCAL IMPACT
With trade-in the zero turn riding tractor with attachments and options will have a fiscal
impact of $51,905.28. This item was budgeted in the 2014 CIP major equipment
replacement at $52,000. Funding for these items would be charged to A/N 323-0610-
7204-06425.
RECOMMENDATION
Purchasing recommends the Common Council award the bid to Reinders, Inc for
$51,905.28.
