PURPOSE: APPROVAL OF ENGINEERING SERVICES AGREEMENT WITH
AECOM TECHNICAL SERVICES, INC. FOR CONSTRUCTION-
RELATED SERVICES FOR THE NATIONAL GUARD ARMORY
AREA STORMWATER DETENTION BASIN IN THE AMOUNT OF
$336,413.00

BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with AECOM Technical
Services for construction oversight, testing, and documentation, review of as-built
construction drawings, and services related to any civil or geotechnical engineering issues
which may arise in the construction of the Armory Area Detention Basin in the amount of
three hundred thirty-six thousand four hundred thirteen dollars ($336,413).

RE: Engineering Services Agreement for Construction-Related Services for Construction of
Armory Area Detention Basin/AECOM Technical Services, Inc. (AECOM) ($336,413)
BACKGROUND
The Department of Public Works requested a proposal from AECOM to provide construction-related
services associated with the construction of the Armory Area Detention Basin. These construction-
related services will include, but are not limited to, construction oversight, construction testing and
documentation, review of as-built construction drawings, and limited engineering services related to any
civil or geotechnical engineering issues which may arise.
ANALYSIS
AECOM was chosen due to their experience with the design of the Armory Area Detention Basin, and
their vast experience in geotechnical-related testing. The construction of Armory Area Detention Basin
requires significant testing to comply with the WDNR permit requirements.
FISCAL IMPACT
The proposed fee is not to exceed $336,413. Funds for this project are included in the Storm Sewer
section of the 2014 Capital Improvement Program.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal, sealed
quotes. I have reviewed the proposal and in accordance with Section 12-16 of the Code, I am hereby
recommending that the Common Council approve this agreement.
