PURPOSE: APPROVAL OF ENGINEERING SERVICES AGREEMENT WITH
AECOM TECHNICAL SERVICES INC FOR THE DESIGN OF THE
SNELL ROAD SANITARY SEWER PUMP STATION ($137,834.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with AECOM Technical
Services, Inc. for design services for the Snell Road Sanitary Sewer Pump Station in the
amount of one hundred thirty-seven thousand eight hundred thirty-four dollars
($137,834.00)

RE: Engineering Services Agreement for Design of the Snell Road Sanitary Sewer Pump Station /
AECOM Technical Services, Inc. (AECOM) ($137,834)
BACKGROUND
The City is planning on constructing the Snell Road West Lift Station, which will replace the existing
Fountain Avenue Lift Station. This construction is part of a multi-phase construction process over the
next several years. Currently, the sanitary sewer collection system to the east of the existing pump
station is at capacity, hampering future development. The overall construction will re-route some of the
existing flows to the proposed lift station, which will give the sanitary sewer additional capacity providing
the City the potential for future development.
ANALYSIS
Department of Public Works staff requested proposals from four different engineering firms. After careful
review of the proposals, AECOM was selected based on several factors. AECOM's proposal
demonstrated a significant understanding of the project and the challenges associated with designing a
sanitary sewer lift station to integrate it into the existing system. AECOM's proposal also offered many
unique ideas for the proposed design. In addition, AECOM has demonstrated a thorough understanding
of the City of Oshkosh's sanitary sewer collection system and how the proposed projects will impact the
entire system.
FISCAL IMPACT
The cost of the proposal selected is $137,834. Funds for this project are included in the Wastewater
section of the 2012 Capital Improvement Program (CIP).
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal, sealed
quotes. I have reviewed the proposal and in accordance with Section 12-16 of the Code, I am hereby
recommending that the Common Council approve this agreement.
