RE: City Manager Goals for 2014
Please find attached a draft of proposed City Manager goals for 2014 that have been jointly prepared by
Deputy Mayor Herman and me.
During my annual review, Council had suggested some goals that may be worthy of consideration, and
asked that I meet with Deputy Mayor Herman to finalize these goals for review by Council. I also sought
input from staff on other goals that may be appropriate. The attached list reflects six proposed goals for
Council's consideration.
While Council may have specific goals for me, I believe that each of these goals is worthy of
accomplishment regardless of whether Council makes them a specific goal for me. I would point out that
one of the goals is to engage Council and department heads in updating the strategic plan. I would ask
that Council provide me some direction on accomplishing this goal for 2014, or wait until later in the
year or early 2015 for this initiative as well. Staff is prepared to update the plan should Council deem it
necessary.
Because these are goals that are policy issues for the Council, Deputy Mayor Herman and I agreed that
these were appropriate for discussion in open session. To the degree that Council wants to tie these
goals in with any type of pay-for-performance and/or other compensation issues, that would be an
appropriate discussion for closed session at a later time. However, we felt that if Council wants to
establish these as goals for 2014, I can immediately begin work on these and engage staff to begin the
process to begin work on these goals. Council can later decide how they want to incorporate these goals
into my compensation.
If you have any questions regarding these goals in advance of the meeting, please do not hesitate to
contact Deputy Mayor Herman or me. Thank you for your assistance in preparing this draft list of goals
for the upcoming year.

PROPOSED CITY MANAGER GOALS FOR 2014
1. Develop five-year plan to reduce city's general obligation debt to approximately 70%
of equalized value. Develop priorities of CIP's to get to target level. Provide Council
with recommended priorities of CIP's by September 1, 2014.
2. Conduct the structural review of the city's health insurance plan. Identify ways to
control city's increasing costs and contributions for health insurance. Develop a plan
to phase in changes over time. Provide review and recommendations to Council by
June 1, 2014.
3. Develop a set of metrics that can monitor the progress of the city's investment in
economic development. Purpose of metrics is to determine if our investment in GO-
EDC is paying off.
4. Conduct continuous improvement process to improve time it takes to conduct
engineering/stormwater reviews by April 15, 2014.
5. Engage Common Council and department heads in update of strategic plan by
September 1, 2014.
6. Create and submit to Council a package of incentives that may be used to improve
compliance with residential design standards, with a particular emphasis on proposed
neighborhood overlay districts, with a deadline for implementation by December 31,
2014.
