PURPOSE: SUPPORT THE COMMUNITY ACCESS PRESERVATION ACT
(THE CAP ACT)
INITIATED BY: DEPUTY MAYOR HERMAN
WHEREAS, public, educational and government (PEG) access channels such as
Oshkosh Community Media Services’ CATV 2 and CitiCable 10 are an important source
for local television programming and play a significant role in the City of Oshkosh and
other communities; and
WHEREAS, PEG channels such as Oshkosh Community Media Services’
CitiCable 10 televise local government meetings, including common council, planning
commission, county and school board meetings, to ensure that citizens are informed
about local issues and the actions taken by local officials; and
WHEREAS, PEG channels such as Oshkosh Community Media Services’ CATV
2 provide access to information regarding the diversity of cultures, educational
information, recreational activities and artistic endeavors in their local community; and
WHEREAS, S. 1789--the Community Access Preservation (CAP) Act, would
provide additional funding to PEG channels in states, such as Wisconsin, which have
state issued franchising laws; would remove limitations upon local governments ability
to allocate funds collected for all appropriate uses to support PEG channel operation;
would require cable operators to transmit PEG channels at no charge to the local
government and to require cable operators to carry PEG channels on the basic tier of
service and without the need for additional equipment to ensure PEG access to all cable
customers.
NOW, THEREFORE, BE IT RESOLVED that the City of Oshkosh Common
Council hereby urges Senator Tammy Baldwin, Senator Ron Johnson and
Congressman Tom Petri to take all actions in support of the immediate passage of S.
1789-- the CAP Act, including, but not limited to endorsing, co-sponsoring and voting for
S. 1789-- the CAP Act.
BE IT FURTHER RESOLVED that city staff is hereby directed to send a copy of
this Resolution to Senators Baldwin and Johnson and Congressman Petri.
