PURPOSE: APPROVAL OF ENGINEERING SERVICES AGREEMENT WITH
AECOM TECHNICAL SERVICES, INC. FOR STORM WATER
MANAGEMENT PLANNING IN THE STRINGHAM CREEK DRAINAGE
BASIN IN THE AMOUNT OF $161,535
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with AECOM Technical
Services, Inc. for storm water management planning in the Stringham Creek Drainage Basin
in the amount of one hundred sixty-one thousand five hundred thirty-five dollars ($161,535).
Money for this purpose is hereby appropriated from:

RE: Engineering Services Agreement for Storm Water Management Planning in the Stringham
Creek Drainage Basin/AECOM Technical Services, Inc. (AECOM) ($161,535)
BACKGROUND
The Stringham Creek Watershed has historically experienced moderate to severe flooding in moderate
storm events. In major storm events, the flooding has been even more pronounced. Most notable among
the flooding areas is in the vicinity of South Park, and areas located just north and east of South Park.
These areas have repeatedly suffered from flooding in recent years' storm events.
ANALYSIS
Department of Public Works staff requested proposals from four different engineering firms. After careful
review of the proposals, AECOM was selected based on several factors. AECOM's proposal
demonstrated a significant understanding of the project, the challenges associated with developing a
Storm Water Management Plan for a fully-developed urban watershed, and the unique circumstances
that exist within the String ham Creek Watershed. AECOM's proposal also most clearly demonstrated the
need for detailed survey information prior to starting the analysis and a thorough analysis of mitigation
alternatives.
FISCAL IMPACT
The cost of the proposal selected is $161,535. Funds for this project are included in the Storm Sewer
section of the 2013 Capital Improvement Program (CIP). $200,000 was budgeted in the CIP.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal, sealed
quotes. I have reviewed the proposal and in accordance with Section 12-16 of the Code, I am hereby
recommending that the Common Council approve this agreement.
