FOR WASTEWATER TREATMENT PLANT CONTROL SYSTEM, INFLUENT PUMPING & AERATION BLOWERS UPGRADE ($4,210,500) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, the City of Oshkosh has heretofore advertised for bids for the Waste Water Treatment Plant Control System, Influent Pumping, and Aeration Blowers Upgrade; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: AUGUST WINTER & SONS, INC. 2323 N. Roemer Road PO Box 1896 Appleton, WI 54912-1896 Total Bid (using bid items 1A+2+3): $4,210,500.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. Brand, Public Works Utility Bureau Manager DATE: January 23, 2014 RE: Award Bid for Public Works Contract No. 13-24 WWTP Control System, Influent Pumping, &Aeration Blowers Upgrades August Winter and Sons, Inc. /$4,210,500 BACKGROUND The Wastewater Treatment Plant(WWTP) has an influent pumping system with aging pumps, drives, and electrical service. To improve system reliability and energy efficiency, the existing pumps (original installation in 1973) and drives will be replaced with new equipment. The WWTP influent pump station electrical service will be converted to 480-volt service to accommodate more competitive equipment pricing and overall lower life-cycle costs. This project also includes the replacement of two aeration blowers (original installation in 1985) with new equipment and controls to save energy and improve the aeration basins' performance. Also included in this project are replacement of WWTP programmable logic controllers (original installation in 1996), control system wiring, and communication network to remove obsolete devices; and improve speed, size, reliability of automated monitoring, control, and reporting for Wisconsin Department of Natural Resources compliance. ANALYSIS Bids were opened on December 17, 2013 with three contractors bidding on the project. The bids were reviewed with CH2M HILL, Inc., our project engineering consultant. Three bid alternatives were included to provide flexibility for choosing the low frequency drive supplier for the influent pumping system. This is a retrofit to the pump room and a number of factors, particularly the size of the drives, needed to be evaluated before making the final selection. The recommendation is to accept Lump Sum Bid Alternate 1A plus allowances from August Winter and Sons, Inc. of Appleton, Wisconsin as the low bid with a total project bid of $4,210,500. Alternate 1A was judged to best meet these requirements, including the required size of the drives. The construction bid estimate for this project was $5,100,000. CH2M HILL has also reviewed the contractor documentation and, based on this information and their previous experience in working with this contractor, have found them to be responsible. FISCAL IMPACT This project is included in the 2014 Capital Improvements Program under the Major Equipment (Sewer Utility Fund). The State of Wisconsin Clean Water Fund Loan Program will be used for funding this project. RECOMMENDATIONS I recommend award to August Winter and Sons, Inc. of Appleton, Wisconsin in the amount of$4,210,500 for this project. Approved: Mark A.
