3. The economic factors of river front redevelopment.
a. Redevelopment Costs:
Acquisition and demolition costs.
ii. Under gound conditions - soil conditions and possible contamination.
b. Market Conditions:
Rents in Oshkosh — residential, office, commercial markets.
ii. Size of the Oshkosh river front "market" and absorption rate.
4. Tax Increment Finance District #20 — Southshore.
a. 104 acres — 60- 70 acres available for redevelopment.
b. $8.4 million in existing debt.
c. Increment: forecast $27 million, actual is a decrement of-$5.5 million
d. Future projects- riverwalk, acquisition/demolition, remediation, streets and
utilities. $30 — $40 million?
e. Average of about $3.3 million in value needed on the 60 acres —to close in
2032.
5. Tax Increment Finance District #21 — Marion Road.
a. 26 acres — 10 acres remaining for redevelopment
b. $10.3 million in existing debt
c. Increment: forecast $96.5 million, actual is $5.7 million.
d. Future projects — remediation/geotechnical improvements for 4 sites - $2 to
$4 million.
e. Average of about $2.9 million in value needed on the 10 acres —to close in
2033.
