MEMORANDUM
TO: Honorable Mayor and Members of the Common Council
FROM: Mark A. Rohloff, City Manager {____
DATE: January 9, 2014
RE: Engineering Services Agreement for Subsurface Exploration and Geotechnical
Engineering Evaluation for the 2014 Capital Improvement Program (CIP) /
Midwest Engineering Services, Inc. (MES) ($25,131.30)
The Department of Public Works requested proposals from geotechnical engineering consulting
firms for subsurface exploration, soil classification, geotechnical engineering, and construction
recommendations for the 2014 CIP. Soil borings will be completed within the right-of-way on all
streets identified in the program.
After a careful and thorough review of all aspects of the proposals, MES was chosen to perform
the services. The work associated with this agreement is anticipated to be complete by the
spring of 2014. The cost of these services is estimated not to exceed $25,131.30, and will be
split among the Storm Water, Water, and Sanitary Sewer Utilities and the Street Paving CIP.
Funding is available in all four accounts.
Chapter 12 of the Municipal Code provides that professional services of a specialized nature,
including engineering services, may be approved by the City Manager without the use of formal,
sealed quotes. In accordance with Section 12-16 of the Code, I am hereby submitting this
report regarding this engineering services agreement.
