HomeMy WebLinkAbout13. 14-09 JANUARY 14, 2014 14-09 RESOLUTION (CARRIED___6-0___LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE SPOT BLIGHT DESIGNATION; AUTHORIZE REDEVELOPMENT AUTHORITY TO ACCEPT DONATION OF PROPERTY AT 1125 NORTH MAIN STREET INITIATED BY: COMMUNITY DEVELOPMENT REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to assist in the elimination and prevention of blight and blighting influences and to promote urban renewal; and WHERES, per Section 66.1333, Wisconsin Statutes, the Redevelopment Authority may spot blight and acquire blighted property without designating a boundary or adopting a redevelopment plan; and WHEREAS, Cynthia Vaughan has generously offered to donate to the Redevelopment Authority the property at 1125 North Main Street, and said property is not within a designated redevelopment area; and WHEREAS, the Redevelopment Authority conducted a public hearing and approved a determination that the property at 1125 North Main Street is blighted and in need of rehabilitation and blight elimination. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the property at 1125 North Main Street is hereby declared blighted pursuant to the provisions of Section 66.1333, Wisconsin Statutes. BE IT FURTHER RESOLVED by the Common Council that a comprehensive redevelopment plan is not necessary to determine the need for acquisition and redevelopment of said property. JANUARY 14, 2014 14 -09 RESOLUTION CONTD BE IT FURTHER RESOLVED that the City of Oshkosh expresses its utmost gratitude and appreciation to Cynthia Vaughan for her generous donation. BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials are authorized and directed to accept said property donation /conveyance of land and to execute all documents necessary to consummate said transaction. O.fHKOf H ON'm RATER TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis Community Development Director DATE: January 7, 2014 RE: Approve Spot Blight Designation; Authorize RDA to Accept Donation of Property At 1125 North Main Street BACKGROUND 1 ANALYSIS The owner of the property is offering to donate this blighted, vacant house with lot at the north end of the downtown area. Back taxes total about $17,200. This property will not be used for a new house. The surrounding land uses and future land uses are planned for more commercial. The Planning Division has identified alternative developments for the northern entrance to the downtown. The short-term plan for the property is to demolish the blighted structure. Staff expects to assemble additional blighted property and land necessary for commercial redevelopment around this area. At its December 18, 2013 meeting the Redevelopment Authority approved of the spot blight designation and accepted the donation of property. FISCAL. IMPACT No impact is anticipated other than paying the back taxes. The RDA will attempt to recover some of the costs associated with the acquisition /demolition and once resold, the property will be back on the tax roll. RECOMMENDATION Council approves the spot blight designation and the RDA's acceptance of the land donation.
