HomeMy WebLinkAbout11. 14-07 JANUARY 14, 2014 14-07 RESOLUTION (CARRIED___6-0___LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE SPOT BLIGHT DESIGNATION; AUTHORIZE REDEVELOPMENT AUTHORITY TO ACQUIRE 2332 JEFFERSON STREET INITIATED BY: COMMUNITY DEVELOPMENT REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved WHEREAS, the Redevelopment Authority (RDA) of the City of Oshkosh was created to assist in the elimination and prevention of blight and blighting influences and to promote urban renewal; and WHERES, per Section 66.1333, Wisconsin Statutes, the Redevelopment Authority may spot blight and acquire blighted property without designating a boundary or adopting a redevelopment plan; and WHEREAS, Winnebago County has offered the property at 2332 Jefferson Street to the RDA for back taxes, and said property is not within a designated redevelopment area; and WHEREAS, the Redevelopment Authority conducted a public hearing and approved a determination that the property at 2332 Jefferson Street is blighted and in need of rehabilitation and blight elimination. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the property at 2332 Jefferson Street is hereby declared blighted pursuant to the provisions of Section 66.1333, Wisconsin Statutes. BE IT FURTHER RESOLVED by the Common Council that a comprehensive redevelopment plan is not necessary to determine the need for acquisition and redevelopment of said property. BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials are authorized and directed to acquire said property from Winnebago County for back taxes and to execute all documents necessary to consummate said transaction. O.f HKO1H ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis Community Development Director DATE: January 7, 2014 RE: Approve Spot Blight Designation; Authorize RDA to Acquire 2332 Jefferson Street BACKGROUND/ANALYSIS Winnebago County has also obtained this lot and vacant house due to non- payment of property taxes and again offered the property to the RDA. This acquisition would also require building demolition since the house has not been maintained. Again, the lot would then be offered for new construction with one of the housing organizations operating in the City for construction of a new house. The intent would be for the vacant lot to then contain a taxable improvement. If no housing organization would want the property, the RDA could resell the lot to someone with a requirement to construct a house upon. At its December 18, 2013 meeting the Redevelopment Authority approved of the spot blight designation and approved acquiring the property from Winnebago County. FISCAL IMPACT No impact is anticipated other than paying the back taxes. The RDA will attempt to recover some of the costs associated with the acquisition and once resold, the property will be back on the tax roll. RECOMMENDATION Council approves the spot blight designation and the RDA's acquisition of the property.
