HomeMy WebLinkAbout10. 14-06 JANUARY 14, 2014 14-06 RESOLUTION (CARRIED___6-0___LOST________LAID OVER________WITHDRAWN________) PURPOSE: AWARD PARTIAL BID TO LUNDA CONSTRUCTION FOR BOAT WORKS RIVERWALK BRIDGES ($1,073,264) INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the City of Oshkosh has heretofore advertised for bids for construction of a bike/pedestrian riverwalk with bridges along the south side of the Fox River, at the end of Michigan Street, on property referred to as the Boat Works property; and WHEREAS, the City desires to order the bridges for said riverwalk project which require several months for fabrication; and WHEREAS, upon the opening and tabulation of bids it appears that the following partial bid for the riverwalk bridges is the most advantageous bid: Lunda Construction 2000 Taylor Street Little Chute, WI 54140 TOTAL BID ITEM B1: $1,073,264 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that said partial bid for riverwalk bridges is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. No. 534-1040-7216-00000 TID #20 Fund – Boatworks / Riverwalk Bridges OfHKOJH ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis Community Development Director DATE: January 9, 2014 RE: Partial Bid Award for Boatworks section of riverwalk bridge of $1,073,264.00 BACKGROUND The City has designed and bid out the Boatworks portion of the south shore riverwalk. The bid split the project into multiple pieces; the first piece of the base bid for the project includes the bridges required to span the riverfront at the mouth of the old marina. The other elements of the bid include the ramps, shoreline line protection, site demolition and clean up. Staff is recommending the City Council award the bridge fabrication at this time due to the 4 to 6 months required to fabricate the bridge. City staff, the RDA and the Parks Board will be reviewing other possible public improvements in the Boatworks area due to changes in the available grants for additional projects in additional locations. WisDNR recently informed the City that a $222,000 grant cannot be used at the Boatworks since a motorboat launch will not be built. That grant will be transferred to Rainbow Park. WisDNR also informed the City that a new $363,000 grant could be used for the Boatworks area public improvements, but not on the bridge. ANALYSIS The City has already obtained a $592,000 grant for the bridge/riverwalk project. The City has also obtained permits from the WisDNR, the Army Corps of Engineers and the Coast Guard. The riverwalk extension will begin at the end of the Steiger Park section which is located at the base of the public fishing pier. The project will include the following elements: • West-end ramp that circles once to achieve the height required for the bridge. • A bridge span from the shoreline to the Boatworks island. • An observation platform. • A second bridge span from the island to the east shore of the Boatworks property • An east end ramp. • Use of one of the 1899 Railroad Bridge portals. Only the bid for the bridges can be let at this time due to the uncertainty of the use of the new $363,000 grant. Any project award prior to a grant contract for the $363,000 would be ineligible for the WisDNR grant. Possible uses of the $363,000 include the construction of the west end ramp, a restroom/shelter, a parking lot, a canoe/kayak launch, a trail or sidewalk connection to 4th Ave, and/or a playground. The bids for the additional elements of the Boatworks project will likely be awarded in the next month or so. As the attached bid tabulation indicates, the base bid for the bridge spans from Lunda Construction of $1,073,264.00 was the lowest bid. Lunda is also the lowest bidder for the other project elements. RECOMMENDATION The City Council awards the bid for fabrication of the bridge of$1,073,264.00 to Lunda Construction. FISCAL IMPACT Total funding for the project includes $900,000 from savings accrued from the Steiger Park riverwalk, $592,000 in existing grant funds and City's 2014 CIP budgeted $600,000. The City's CIP funding would be paid by TID #20 increment and/or a donation by TID #7.
