HomeMy WebLinkAbout07. 13-508 NOVEMBER 26, 2013 13-508 RESOLUTION (CARRIED___7-0___LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVAL OF ENGINEERING SERVICES AGREEMENT WITH CH2M HILL ENGINEERS INC FOR CONSTRUCTION MANAGEMENT SERVICES FOR WASTEWATER TREATMENT PLANT CONTROL SYSTEM, INFLUENT PUMPING, & AERATION BLOWERS UPGRADE IN THE AMOUNT OF $786,810.00 INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to enter into and take those steps necessary to implement an appropriate professional services agreement with CH2M HILL Engineers, Inc. for construction management services for the Wastewater Treatment Plant Control System, Influent Pumping, and Aeration Blowers Upgrade in the amount of seven hundred eighty-six thousand eight hundred ten dollars ($786,810.00). Money for this purpose shall be appropriated from: Acct. Brand, Public Works Utility Bureau Manager f JAY DATE: November 21, 2013 RE: Engineering Services Agreement for Construction Management Services for Wastewater Treatment Plant Control System, Influent Pumping, and Aeration Blowers Upgrade/ CH2M HILL ($786,810) BACKGROUND The Wastewater Treatment Plant(WWTP) has an influent pumping system with aging pumps, drives, and electrical service. To improve system reliability and energy efficiency, the existing pumps (original installation in 1973) and drives will be replaced with new equipment. The WWTP influent pump station electrical service will be converted to 480-volt service to accommodate more competitive equipment pricing and overall lower life-cycle costs. This project also includes the replacement of two aeration blowers (original installation in 1985) with new equipment and controls to save energy and improve the aeration basins' performance. Also included in this project are replacement of WWTP programmable logic controllers (original installation in 1996), control system wiring, and communication network to remove obsolete devices; and improve speed, size, reliability of automated monitoring, control, and reporting for Wisconsin Department of Natural Resources compliance. The design has been completed and this project is currently in the bidding phase. The bid opening is scheduled for December 10th and the bid award is tentatively scheduled for January 14th. This agreement includes engineering services for bid award, project construction management, controls software and system integration, and Clean Water Fund documentation and management. ANALYSIS CH2M HILL recently completed the final construction bid documents and regulatory permitting for these improvements to the WWTP. Applications are pending on Wisconsin Focus on Energy grants for the anticipated energy savings designed into this project. This project includes implementation of control system and hardware standards that were developed by CH2M Hill and will serve as the basis of design for all future control projects at the WWTP. CH2M HILL's knowledge developed during the study and design phase will assist them in providing effective and efficient use of resources in the completion of this project. FISCAL IMPACT This agreement is for $786,810. This includes $236,240 for controls and software integration. The remaining $550,570 expense is consistent with engineering costs for past projects of similar complexity and size. The construction estimate for this project is $5,100,000. Funds are available in the Major Equipment Section of the 2013 Capital Improvement Program to be paid by Wastewater Utility funds. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal sealed quotes. I have reviewed the CH2M HILL agreement and in accordance with Section 12-16 of the Code, I am hereby recommending that the Common Council approve this engineering services agreement.
