PURPOSE: APPROVAL OF AMENDMENT TO ENGINEERING SERVICES
AGREEMENT WITH AECOM TECHNICAL SERVICES INC FOR
CONSTRUCTION MANAGEMENT SERVICES FOR THE CITY HALL
PARKING LOT IN THE AMOUNT OF $35,900.00
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City and AECOM previously entered into a professional services
agreement in which AECOM would provide the City with construction management
services for the City Hall parking lot; and
WHEREAS, additional engineering services were required over the course of the
project.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are authorized and directed pursuant to Section 12-
16 of the Municipal Code to enter into an amended agreement with AECOM.
BE IT FURTHER RESOLVED that an amendment to the agreement with AECOM is
approved and said City officials are authorized and directed to take those steps necessary
to implement the terms and conditions of the final agreement.
BE IT FURTHER RESOLVED that money for this purpose is hereby appropriated
from:

RE: Amendment to Engineering Services Agreement for Construction Management Services
for the City Hall Parking Lot i AECOM Technical Services, Inc. (AECOM) ($35,900)
BACKGROUND
The Department of Public Works contracted with AECOM to provide construction-related services
associated with the construction of an underground storm water detention basin at City Hall and the
reconstruction of City Hall and Safety Building parking lots. Over the course of this project, additional
services were required. These services included utilizing multiple AECOM staff during several phases of
the project to match the contractor's construction schedule and resolving several unforeseen field
conditions. Some of these field conditions included: an improperly abandoned hand dug well and an
increase in the amount of buried construction demolition debris. Additional services also included review
of a significant number of contractor requests, and redesign due to unforeseen underground conflicts.
Some of the conflicts included the depth of the fiber optic communication line between City Hall and the
Safety Building, as well as the utility service tunnel located on the northeast side of City Hall.
ANALYSIS
AECOM was chosen due to their experience with the project and the presence of qualified local field staff
personnel.
FISCAL IMPACT
Staff has reviewed the costs related to this amendment and we are in agreement with the charges. The
proposed fee for this amendment is estimated not to exceed $35,900 for a total agreement amount of
$424,025. Funding for these services is available in the Capital Improvements Program in the Storm
Water Utility section in the amount of $332,407.13; the Property Improvements section in the amount of
$87,313.55; the Streets section in the amount of $2,080.53; and the Water section in the amount of
$2,223.79.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal, sealed
quotes. I have reviewed this amendment and in accordance with Section 12-16 of the Code, I am hereby
recommending that the Common Council approve this amendment.
