Gohde, Assistant Director of Public WorksJ DATE: November 21, 2013 RE: Change Order No. 2 for Public Works Contract No. 13-06 / Concrete Sidewalk-New & Reconstruction /Al Dix Concrete, Inc. (+$37,639.14) BACKGROUND Change Order No. 2 for Contract 13-06 is scheduled for consideration by the Common Council at the November 26, 2013 meeting. The contract was originally awarded to Al Dix Concrete, Inc. in March of 2013. This final change order is for final quantities and for additional services provided. ANALYSIS Following is a summary of the significant changes to each section of the Capital Improvement Program (CIP) and the Water Utility Operating Budget: • CIP-Sidewalk— Based on review of potential city liability, it was determined that correction of defective private driveway approaches needed to be included in this contract. The scope of work involved with the private driveway approaches was not known at the time of bidding. The result was a large overage in Bid Items #1510 (6" concrete driveway) and #1906 (asphalt pavement). Additionally, an asphalt paving machine was required to be used on the larger driveway repairs. This resulted in an increased unit price for this work. • Water Utility Operating Budget/CIP-Street — The Water Department had some water break patches which needed to be finished prior to the winter season to minimize maintenance. Bid Items #1308, #1318, #1319, and #1512 (concrete pavement and concrete sidewalk) are actual quantities installed and are actually only a slight increase over similar work that had been done in the previous year. Due to this work being completed in the recent cold weather, a surcharge for hot water from the concrete plants increased the price of the concrete by $2.00 per square yard for concrete pavement and $0.10 per square foot for concrete walk and driveway. This cost increases are reflected in Bid Items #10001 through #10006. FISCAL IMPACT Funding for the project is included in the 2013 CIP Sections for Street & Sidewalk Construction. The remaining funding will be through the Water Utility Operating Budget. The additional services provided for the Sidewalk Section of the CIP will be billed to the adjoining property owner's per the Municipal Code. CIP Street Section funding is available from street reconstruction projects coming in under budget.
