23-7, STANDARDS OF SERVICE FOR RESIDENTIAL AREAS
RELATED TO AN ANNUAL FEE FOR COLLECTION OF
RECYCLABLES

A GENERAL ORDINANCE OF THE CITY OF OSHKOSH REPEALING AND
RECREATING CHAPTER 23 - SOLID WASTE DISPOSAL, SECTION 23-7 PERTAINING
TO STANDARDS OF SERVICE IN RESIDENTIAL AREAS.
The Common Council of the City of Oshkosh does ordain as follows:
SECTION 1. That Chapter 23, Solid Waste Disposal, Sections 23-7(A)(2) of the
Oshkosh Municipal Code pertaining to Standards of Service is hereby repealed and
recreated to read as follows:
SECTION 23-7 Standards of Service
(A) Residential Areas
(2) Recyclable materials shall be collected from residential dwelling units
according to a schedule set by the City. The owner of each residential
dwelling unit will be charged a fee billed annually, established by resolution
on an annual basis by the city council, for the collection of recyclables. In
the case of mobile home parks, the owner of the mobile home park will be
charged the same fee billed annually, for each mobile home lot contained in
the mobile home park.
SECTION 2. This ordinance shall be in full force and effect on January 1, 2014.
SECTION 3. Publication Notice.
Please take notice that the City of Oshkosh enacted ordinance #13-523 (A
GENERAL ORDINANCE OF THE CITY OF OSHKOSH ON SOLID WASTE DISPOSAL
REPEALING AND AMENDING SECTIONS 23-7 on November 26, 2013. The ordinance
revises standards of service for residential areas in regard to an annual fee for collection
of recyclables.

RE: Revision to Chapter 23/ Section 23-7 Standards of Service
BACKGROUND
Chapter 23 of the Municipal Code of the City of Oshkosh covers the regulations relating to the disposal of
garbage and recyclable materials. The purpose of the revision is to allow the establishment of an annual
fee to the owners of residential dwelling units for the collection of recyclables, as proposed for the 2014
Operating Budget.
ANALYSIS
Due to decreases in various revenues (sale of recyclables and State aid), the 2014 Operating Budget for
the City of Oshkosh proposed charging a fee of$20 per dwelling unit to the owners of residential dwelling
units (single family to 4 unit in size)for the collection of recyclables.
The recommended change to the Municipal Code will add the following language to Section 23-7 (A) (2):
"The owner of each residential dwelling unit will be charged a fee billed annually, established by
resolution on an annual basis by the city council, for the collection of recyclables. In the case of mobile
home parks, the owner of the mobile home park will be charged the same fee billed annually, for each
mobile home lot contained in the mobile home park."
FISCAL IMPACT
This fee is estimated to create a revenue of$420,000.
RECOMMENDATIONS
I recommend approval of the proposed changes to Municipal Code Section 23-7, Standards of Service.
