DATE: October 16, 2013 RE: Explanation of Traffic Regulations Ordinance Changes SECTION 1: SECTION 27A-11 DESIGNATED PARKING RESTRICTIONS A REQUEST FOR UNRESTRICTED PARKING ON THE SOUTH SIDE OF ALGOMA BOULEVARD FROM DAWES STREET TO 230 FEET EAST OF WISCONSIN STREET. (CURRENT CONDITION: NO PARKING.) This is a business request. This spring, the Common Council approved a bicycle lane on the northeast side of Algoma Boulevard in this area. To create this bicycle lane,the Council eliminated on-street parking on the north side of the street adjacent to these two buildings. This request was evaluated by the Traffic Review Advisory Board, and no public comment was received at that time. Upon the recent completion of the bicycle lane and posting of"no parking" signs, staff has received two separate inquiries seeking to allow parking on the southwest side of the street. The southwest side of the street, including the section outlined in this request, is striped to permit on- street parking, so there should be no difficulty with this request. Request amended to read "2-HOUR PARKING, 8 AM—6 PM,EXCLUDING WEEKENDS AND HOLIDAYS". The original (unamended) request was written as follows: "A request to limit enforcement of 2-hour and 30-minute parking on the west side of Court Street between Ceape Avenue and Otter Avenue to 7:00 a.m. to 5:00 p.m. daily except Sundays and holidays. " The Fire Department has requested that the board reconsider its recommendation. Since all board members attended last meeting and voted in favor of the amended motion, any board member is able to make this motion to reconsider. The following is the staff memo write-up from the September agenda. This is a Police Department request. During larger events at the Leach Amphitheater, attendees will often rely on on-street parking. One street that is often used for this purpose is the west side of Court Street. The existing ordinance limits parking to two hours, regardless of the time of day, which is not compatible with the expectations of many who might attend these events. The existing 2-hour ordinance was enacted a number of years ago, in response to downtown employees who were using free on-street parking instead of paying for parking closer to their workplace. While the usage of downtown parking has changed significantly in recent years, this request would still support higher turnover parking during business hours. However, it would open up the street to extended parking after hours, similar to what currently exists elsewhere in or near downtown. The proposed hours of enforcement here are slightly different than other areas near downtown, due to the Fire Department's use of this area for staging vehicles when there is on-site training. Requested amended to read "UNRESTRICTED PARKING ON THE WEST SIDE OF COURT STREET BETWEEN 110 FEET NORTH OF CEAPE AVENUE AND OTTER AVENUE". . GO Transit intends to install a shelter at the southeast corner of Court Street and Washington Avenue, to serve a high ridership location on Route 1. The optimal location for the shelter, with respect to preserving visibility of the stop sign at Washington Avenue, would have the bus pull over where there are currently four(4) angle parking spaces, near the intersection. These parking spaces are currently signed as 4-hour parking spaces, but the board recently recommended that the time restriction be removed, as there is little demand for this parking. A REQUEST FOR NO PARKING ON BOTH SIDES OF TAFT AVENUE FROM 30 FEET WEST OF JOSSLYN STREET TO 30 FEET EAST OF JOSSLYN STREET, FROM ONE (1) HOUR BEFORE EVENTS TO ONE (1) HOUR AFTER EVENTS. During events at Titan Stadium, the Police Department reports that large numbers of pedestrians and high utilization of on-street parking can make it difficult for vehicles to safely see across and navigate through nearby intersections. These requests are intended to address a couple of particular areas of concern. For item referring to Josslyn Street, parking is currently prohibited from the front of the stadium to Rush Avenue. This small ordinance change, which agrees with existing curb marking,will hopefully help to make the intersection easier to navigate. For item referring to Taft Avenue„ Taft Avenue is a through street at its intersection with Josslyn Street. On-street parking that is close to the intersection can make it difficult for traffic on Josslyn Street to know whether they have an acceptable gap to cross or turn onto Taft Avenue. The request would extend the statutory no-parking prohibition by fifteen feet in each direction, which should help improve sight distance. The time restriction for this request, one hour before and after events, is consistent with a similar restriction on the east side of Josslyn Street in this area. For item referring to Pierce Avenue„ Pierce Avenue is often used by event attendees for on-street parking. However,the existing pavement width(24-26 feet) is not adequate to allow both on- street parking and vehicular travel in both directions. According to our guidelines for parking regulations on local streets,the street is narrow enough that parking could be prohibited on one side at all times. Since this street generally experiences minimal traffic, it makes sense to apply a parking restriction only during the times around Titan Stadium events. These requests would lengthen existing parking restrictions on each of these streets by 30 minutes, to match the change in the school's dismissal time. Request amended to read "BETWEEN 8 A.M. These proposed requests are intended to work together to address congestion and safety concerns at the new Oaklawn Elementary School, primarily during times when parents are picking up and dropping off students. In consulting with Oaklawn officials, Viola Avenue is where parents are directed to pick up and drop off students, as it is closer to the school's student entrance,while Linwood Avenue is used as a bus loading zone and overflow parking for staff and visitors. Two issues were identified in a field review with school and law enforcement officials. First, on- street parking has been encroaching on the existing mid-block crosswalk on Viola Avenue, Page 5 of 5 Explanation of Traffic Ordinance Changes which can restrict the visibility of pedestrians using the crosswalk. Second,there is a need to better define areas where students may be picked up and dropped off. First request addresses the issue of crosswalk visibility. The current parking prohibition (no parking, stopping, standing or waiting) ends to the west of the crosswalk. This request extends the no parking zone through the crosswalk, which will aid visibility in both directions. Second request extends the existing no parking, stopping, standing or waiting zone further to the east. This should enhance visibility of the mid-block crosswalk, while providing a clear parking area for emergency vehicle access. The third and fourth requests re-designate existing no parking zones as loading zones, which may help to better define the area where students may be picked up and dropped off. The changed times encompass the school's current start and dismissal times. Rohloff, City Manager FROM: Christopher Strong, Transportation Director (. 5 DATE: October 16, 2013 RE: Items Defeated by the Traffic Review Board at their October 8, 2013 Meeting 1. A REQUEST FOR PROTECTED LEFT TURNS AT THE INTERSECTION OF WESTHAVEN DRIVE AND WITZEL AVENUE. (CURRENT CONDITIONS: LEFT TURNS FROM ALL APPROACHES ARE PERMITTED,NOT PROTECTED.) This is a citizen request. The intersection of Westhaven Drive and Witzel Avenue is controlled by a pre-timed traffic signal. The lane configuration of this intersection is shown in Figure 1. There are dedicated left turn lanes for both northbound and southbound traffic on Westhaven Drive, but there is no signal phase for protected left turn movements. There are no dedicated left turn lanes on Witzel Avenue, and there is no signal phase for protected left turn movements. Because of safety concerns, there have been several requests over the last couple of years to consider adding protected left turn phasing to the traffic signal at this intersection. WITZEL AVE Lt oC 1— Figure 1: Current Intersection Configuration at Westhaven Drive and Witzel Avenue It should be noted that, in this year and some previous years, this intersection was identified as a high-crash location. The following was written about the intersection in this year's accident analysis: ITEMS DEFEATED 2 OCTOBER 2013 Fourteen of 25 crashes from 2010 to 2012 occurred in 2012. This likely reflects the increased volume of traffic using this intersection while the STH 21 interchange was under construction. Nine crashes over the three-year period involved vehicles turning left in front of an oncoming vehicle, with seven of these occurring on Witzel Avenue. Many of these may be due in part to the negative offset at this intersection. While a dedicated left-turn signal phase could help with some of these collisions, it is unlikely that this phase would be warranted from a volume perspective. Six other crashes were rear-end collisions, and four other crashes involved vehicles driving through the intersection against a red light. Factors that are typically involved in considering a protected left turn include: • Left-turn and opposing through traffic volumes • The number of opposing through lanes • The cycle length • The speed of opposing traffic • Sight distance • Crash history These factors were analyzed using a flow chart presented in the Institute of Transportation Engineers' Traffic Signal Manual. The chart ultimately recommends permissive (not protected) left turns for both Witzel Avenue and Westhaven Drive, based on the following factors: • The number of crashes involving left-turning vehicles over a three-year period(seven on Witzel Avenue) is less than the critical number of crashes whereby protected left-turns (26) or protected plus permitted left-turn phasing(13) would be recommended. • There is a negative offset condition, which means that sight distance may play a role in crash frequency. • There is a relatively low volume of left-turning vehicles, as shown in Figure 2. • The 85th percentile speed of opposing traffic (-40 mph) is less than 45 mph. Traffic volumes are higher in the afternoon than in the morning, so only afternoon counts were used to assess the volume-related warrants. In order for a protected left turn to be warranted,the product of the left-turning volume and opposing traffic volume must be greater than 50,000 in the peak hour for one lane of opposing traffic (100,000 for two lanes). While protected left turns should be safer than permissive movements, other types of crash types may increase, so there may be no net safety benefit. For example, Witzel Avenue has a similar negative offset at its intersection with Sawyer Street. At that intersection, eastbound Witzel Avenue has a protected left onto northbound Sawyer Street, from a shared left-through lane. In addition to the crashes involving vehicles turning left in front of opposing traffic, there are rear- end crashes where the lead vehicle is waiting to turn left, as well as sideswipe crashes where a vehicle makes a late lane change to avoid waiting behind a left-turning vehicle. These scenarios can only be avoided by creating a dedicated left turn lane, either through widening the road to add a dedicated left turn lane, or instituting a road diet, which would confine through movements to one lane per direction. ITEMS DEFEATED 4 OCTOBER 2013 The operational effects of protected left turns, for current traffic volumes, are summarized in Table 1. The average delay represents the average control delay, which is the amount of delay attributed to traffic control at the intersection, expressed in seconds per vehicle. LOS is an abbreviation for level of service, which is a qualitative measure used to characterize the quality of traffic flow. Different levels of service are associated with different levels of control delay. LOS A represents free-flow conditions, whereas LOS F represents a breakdown in vehicular flow. The American Association of State Highway and Transportation Officials (AASHTO) recommends designing for a level of service of C on urban arterials and D on urban collectors. In the 2005 Comprehensive Plan, Witzel Avenue is a minor arterial and Westhaven Drive is a collector. Protected left turns would increase delay with no clear safety benefit. Based on the accident analysis, a larger safety benefit could be realized through a road diet-type of improvement. However,the road diet, which would result in only one lane of through traffic per direction on Witzel Avenue, would reduce Witzel Avenue capacity and significantly increase delay. Excerpt from the Traffic Review Advisory Board meeting minutes: Mr. Strong said he had received numerous requests from citizens over the last couple of years for this. He provided a brief summary about this intersection from this year's accident analysis. He noted the traffic data collected last month did not satisfy the warrants. Mr. Scieszinski suggested offsetting the left-turn lanes on Westhaven Drive. Mr. Becker would like it on all four corners. DEFEATED BY TRAFFIC REVIEW BOARD (2-5)
