($19,400.00) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for Passenger Waiting Shelters at transfer locations and bus stops for GO Transit; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: HANDI-HUT, INC. 3 Grunwald Street Clifton, NJ 07013 Total Bid: $19,400.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. No. 511-1728-1754-00000 Transit Fund – Equipment – Signs & Shelters CITY HALL 215 Church Avenue P.O.Box 1130 Oshkosh,Wisconsin City ty of Oshkosh OIHKOfH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: November 4, 2013 RE: Bid Award- Passenger Waiting Shelters for Transportation Department BACKGROUND The Common Council approved $30,000 in GO Transit's 2013 capital outlay budget to purchase five passenger waiting shelters ("bus shelters"). GO Transit currently utilizes passenger waiting shelters at transfer locations and bus stops along routes through the City of Oshkosh. These new passenger waiting shelters would replace existing shelters purchased in 1980 and add shelters to a few locations along the new bus routes. Transportation staff will install and construct these shelters. ANALYSIS In conjunction with the Transportation Department, Purchasing reviewed and prepared shelter bid specifications to solicit to vendors. Bids were advertised in the local paper, sent to known shelter suppliers and was posted online on the City's NovusVendor online vendor notification system and the State of Wisconsin's Vendornet. Bids were received on October 31, 2013. The bid tab is attached. Purchasing reviewed the bids received and concluded the low bid from Handi-Hut meets the minimum bid specifications. FISCAL IMPACT These five shelters will have a total fiscal impact of$19,400 which is within the amount approved in GO Transit's capital outlay budget. The unit cost per shelter is $3,880. Federal and state grant funding will cover 56% of the purchase price ($10,864) with the remaining 44% ($8,536) covered by City funds. Funding for this project will be charged to Transit Utility's capital outlay A/N#: 511-1728-1754-00000. RECOMMENDATION Purchasing recommends the Common Council award this bid to Handi-Hut Inc. for $19,400.
