PURPOSE: ACCEPT DONATION OF FLAG POLE FOR OPERA HOUSE SQUARE
FROM OSHKOSH AREA COMMUNITY FOUNDATION
INITIATED BY: PARKS DEPARTMENT
ADVISORY PARK BOARD RECOMMENDATION: Approved
WHEREAS, the Oshkosh Community Foundation has received funds from businesses
and citizens in the memory of Lynne Webster designated for the installation of a flag pole at
Opera House Square; and
WHEREAS, the City of Oshkosh Gifts and Donations Policy provides that monetary
gifts designated for new public improvement projects, such as the proposed flag pole, shall be
reviewed by the appropriate boards and/or commissions and approved by the Common
Council; and
WHEREAS, the Advisory Parks Board and the Common Council have reviewed the
proposed donation and found that it is consistent with the mission, policies and master plans
for the Oshkosh Parks Department and the City of Oshkosh; is suitable for the purpose
proposed; is compatible and harmonious with the existing improvements and features in the
proposed location; is a traditional municipal or park amenity; is suitable to the environmental
conditions; will meet the design standards necessary for display in a public place; and is fully
funded by the proposed donation.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that City acknowledges with gratitude and appreciation the generous donation from
the Oshkosh Community Foundation in the memory of Lynne Webster of a flag pole, up
lighting and commemorative plaque and the proper City officials are hereby authorized and
directed to take those steps necessary to accept and acknowledge this donation.

RE: Flag Pole and Up Lighting Donation for Opera House Square from Oshkosh Area Community
Foundation
BACKGROUND
In 2003, Oshkosh citizens and businesses donated funds to the Oshkosh Area Community Foundation in
memory of Lynne Webster. The funds were designated for a flag pole to be installed in Opera House
Square;however,the project was never completed. Just prior to her resignation as Executive Director of the
Oshkosh Area Community Foundation,Eileen Connolly-Keesler and I discussed the need for the project to
be completed as the funds were still available at the Foundation.
ANALYSIS
I recently contacted Diane Abraham, Executive Director of the Oshkosh Area Community Foundation,
regarding this project and the availability of the funds, Ms. Abraham confirmed the funds are still being
reserved at the Foundation and spoke in support of the project. In addition,I have been contacted recently
by a business owner who had donated toward the project inquiring about the status of the project.
Per the City of Oshkosh Gifts and Donations Policy,the Advisory Park Board discussed this item on October
14,2013 and unanimously recommended acceptance of the donation of the flag pole,up lighting and small
commemorative plaque to be installed in the shrub/flower bed near the Sun Dial at Opera House Square.
FISCAL IMPACT
The estimated cost for flag pole,flag,LED up lighting,and commemorative plaque is$3,000. All costs will
be covered by the fund established at the Oshkosh Area Community Foundation. Park staff will work with
Electric Division staff on the installation.
RECOMMENDATION
Staff recommends the Common Council accept the donation.
