PURPOSE: AWARD BID FOR LEAF VACUUM, TRUCK CHASSIS AND DUMP
BODY EQUIPMENT FOR STREET DIVISION TO STEPP EQUIPMENT,
PACKER CITY INTERNATIONAL, AND MONROE TRUCK EQUIPMENT
($244,205.00)

WHEREAS, the City of Oshkosh has heretofore requested bids for a front mounted leaf
vacuum and tandem axle dual steer truck chassis and dump body equipment for the Street
Division; and
WHEREAS, it appears that the following are the most advantageous bids:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bids are hereby accepted and the proper City officials are hereby
authorized and directed to enter into appropriate agreements for the purpose of same, all
according to plans, specifications, and bids on file. Money for this purpose is hereby
appropriated from:

RE: Bid Award-Leaf Vacuum and Tandem Axle Truck Chassis/Dump Body
BACKGROUND
In the 2013 Major Equipment CIP the Common Council allocated $48,000 for a new front
mounted leaf vacuum and $255,000 for a new tandem axle dual steer truck chassis and dump
body equipment. The leaf vacuum will be mounted onto the truck chassis and dump body to
make one unit. The new unit will replace a 2002 International chassis that due to its age,
condition and failing mechanical issues can only be used for leaf pickup operations. The new
unit will be able to be used year-round and will include the chassis, leaf vac,
body/hoist/hydraulics, plow, wing, v-box spreader, full warranty and a more fuel efficient engine.
Due to the equipment configurations on this unit the compressed natural gas (CNG) fuel option
was not feasible for bid consideration.
ANALYSIS
Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals
seeking vendors for these units. Bids were advertised in the local paper and posted online on
NovusVendor. Bids were received on October 4, 2013. The bid tabs are attached. The Street
Division and Purchasing reviewed the bids received and concluded the low bids met the
minimum bid specifications.
FISCAL IMPACT
The fiscal impact of the leaf vacuum is $42,606. This unit was budgeted in the 2013 Major
Equipment CIP at $48,000. Funding for the leaf vacuum would be charged to A/N#: 323-0430-
7204-06323. With trade-in the total net fiscal impact of the tandem axle truck chassis ($91,725)
the dump body equipment($109,874) is $201,599. Funding for the truck chassis and dump body
equipment would be charged to A/N#: 323-0430-7210-06322. The total net fiscal impact of all
three items is $244,205. These units were budgeted in the 2013 CIP at$255,000.
RECOMMENDATION
Purchasing recommends the Common Council award the leaf vacuum bid to Stepp Equipment
Company for $42,606, the tandem axle truck chassis to Packer City International for $91,725 and
the dump body equipment to Monroe Truck Equipment for$109,874.
